Public Applicator’s License: must obtain restricted-use pesticide license within six months of initial employment and must maintain licensure thereafter. Frequent travel, including overnight and sometimes up to two weeks at a time on an emergency program, required. JOB DUTIES: This is a professional position responsible for the supervision, planning, assigning, motivation and direction of staff activities assigned to the Caribbean Fruit Fly Protocol Program. Training and leadership to subordinates will ensure that regulatory activities are carried out efficiently and effectively. Plans and evaluates staff workload to maintain equity and efficiency. Provides motivation, training and orientation of new employees in all program areas of the Caribbean Fruit Fly Protocol Program, including Plant Pest Detection for Caribfly and other major fruit flies in native and cultivated flora; export certification requirements to enforce the rules and regulations as they apply to various states and foreign countries; and additional field training of subordinates. Conducts Quality Control assessments of subordinates' pest detection, harvesting and packinghouse activities, and survey and host removal surveys. Monitors techniques of aerial bait spray applicators and distribution of chemical material and calibration of the aircraft. Maintains liaison between Program Administrator and all field activities. Reviews records and reports of subordinates for punctuality and accuracy. Directs staff in investigations and the submission of reports of violations pertaining to Division regulations and Florida statutes. Ensures that subordinates are familiar with and follow procedures outlined in the Division Safety Manual. Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Approves timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures. Compiles and submits to supervisor a daily, weekly and monthly report of area activities based upon documentation submitted by employees. Maintains current files on certified designated areas, citrus crops and potentially economic or devastating plant pests and diseases for assigned area. Maintains up-to-date manuals on certification procedures for the Caribbean Fruit Fly Protocol Program. Ensures that subordinates have adequate equipment and facilities with which to complete their assigned duties. Assists subordinates with vehicle and office maintenance needs and resolves problems. Conducts safety training for vehicle and equipment operation. Investigates accidents and injuries to subordinates. Conducts job safety analysis per Division Safety Manual. Maintains office and personnel inventories and assignments. Assists on other division projects. Organizes employees for certification of fruit destined to European market through fruit cutting and issuance of state phytosanitary certificates. Advises growers on the most efficient and effective way to allow for the sale of fresh Florida fruit for fly-free certification. Interacts with packinghouse management to ensure packing house certification status remains intact by preventing errors that would cause a loss in export or domestic markets for fresh Florida citrus fruit. Interacts with harvesting management of certified fresh Florida fruit to prevent a market loss by incorrect harvesting or commingling. Interacts with growers, packing house and harvesting management, aerial applicators, and consumers to ensure compliance with program requirements and procedures. Participates in supervisory and academic workshops. Gives presentations to industry on program activities as required. Keeps subordinates informed of pests, regulations, standards and techniques. Participates in emergency programs as requested. Performs related work as directed by the supervisor. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of rules and regulations of the Caribbean Fruit Fly Protocol Program. Knowledge of fruit fly trapping procedures. Ability to use computer programs such as Microsoft Office, GIS mapping programs and GPS. Ability to use aerial photography for placing fruit fly traps, conducting plant pest surveys and performing Caribfly host removal. Ability to plan, organize and coordinate work assignments, delegate tasks and supervise employees. Ability to determine work priorities, assign work and follow up on completion of work. Ability to prioritize work, solve problems and make decisions. Ability to communicate effectively, verbally and in writing. Ability to conduct inspections in natural and cultivated areas on uneven terrain. Ability to work in extreme hot and cold temperatures. Ability to identify Caribbean fruit fly host plants.
