WHO WE ARE:

ACGF – Afghan Credit Guarantee Foundation is a charitable foundation based in Cologne, Germany with a second office in Berlin. ACGF was founded in September 2014 by the German Federal Ministry for Economic Cooperation and Development (BMZ) and DEG – Deutsche Investitions- und Entwicklungsgesellschaft mbH (a member of the KFW Group). Further funding is provided by the World Bank, the European Union, UNCDF and KfW Development Bank.
ACGF`s mission is to improve access to finance for Micro, Small and Medium Enterprises (MSMEs) in Afghanistan by providing credit guarantees, grants and technical assistance. ACGF is supported by its Afghan subsidiary SCSA – SME Client Support Afghanistan LLC.
ACGF is looking for an Agriculture Finance Analyst (f/m/*) for its Technical Assistance (TA) Department. As Agriculture Finance Analyst, you will design, support, supervise and manage related technical assistance projects which ACGF conducts in cooperation with a range of renowned international advisory companies for and on behalf of its Partner Financial Institutions (PIs) and MSMEs in Afghanistan. In this context,
travels to Afghanistan are possible, but not mandatory. At least at the beginning of the employment, hybrid work with regular travels to Cologne or Berlin is possible.
The TA Department designs, procures and manages all technical assistance activities implemented by ACGF in financial sector development support, including training and capacity building for MSMEs and financial institutions, establishment of best-practice MSME lending processes at financial institutions, digitalization of processes, introduction of new lending products, support of conversion to sharia-compliant operations, market research etc. It further handles the coordination and relationship management with donor agencies, such as the EU and World Bank, in close alignment with ACGF´s management.

Responsibilities
  • You will lead the development of ACGF’s support activities in the field of agriculture finance.
  • In close cooperation with both ACGF’s TA team as well as with high-level counterparts at PIs as project beneficiaries, you will identify and manage TA projects to support agriculture finance from end to end. Specifically, you will be responsible for:
  • Planning and design of projects for PIs and other beneficiaries in line with ACGF’s objectives and stakeholder’s needs as well as best-practices of MSME finance
  • Procurement and contract management of external consultants implementing the projects
  • Close interaction with representatives of ACGF’s PIs, stringently monitoring of external consultants as well as seeking support and cooperation from our Afghan subsidiary SCSA and other departments of ACGF
  • You will cooperate with other departments of ACGF to ensure relevance of projects for achieving overall targets. Specifically, you will work together with ACGF’s operations department to increase and improve the agri lending portfolios of PIs and, hence, ACGF’s agri guarantee operations.You will support in the communication with and development of impact-based reporting to donors and other stakeholders.
