Description We are looking to support a federal agency AI transformation, seeking an experienced AI IT Business Analyst to play a critical role in bridging business operations, IT modernization, data, and artificial intelligence initiatives. This role will support enterprise-wide modernization efforts including Simpler Grants.gov, Simpler Grants Management, and the OneGrants Cloud—an AI-powered data lake enabling advanced analytics, automation, and AI-driven insights across the grants lifecycle. The AI IT Business Analyst will work across all three directorates (Business Operations, IT Modernization, and IT Operations) to translate complex business needs into clear functional, technical, and AI-enabled requirements that drive measurable improvements in efficiency, transparency, user experience, and cost reduction. Key Responsibilities Business & Current-State Analysis Conduct detailed current-state assessments of grants business processes, systems, data flows, and integration points across Grants.gov, GrantSolutions, TAGGS, and external systems (e.g., PMS). Identify process inefficiencies, duplication of capabilities, scalability constraints, and opportunities for automation and AI enablement. Analyze user journeys and stakeholder needs across grant applicants, grant-making agencies, HHS partners, and system operators. Requirements & AI Use Case Development Elicit, analyze, and document business, functional, non-functional, data, and AI/ML requirements aligned with DIS modernization objectives. Define AI-enabled use cases including predictive analytics, intelligent workflow automation, data reconciliation, anomaly detection, reporting augmentation, and generative AI applications. Translate business needs into clear user stories, process models, data requirements, and acceptance criteria suitable for agile and hybrid delivery environments. Data, AI, & Architecture Alignment Collaborate with enterprise, business, and data & AI architects to ensure requirements align with target-state architectures, cloud strategies, and OneGrants Cloud design principles. Support development of data models, metadata standards, data governance requirements, and AI ethics and responsible AI controls consistent with Federal guidance. Ensure traceability between business outcomes, AI models, data sources, and system capabilities. Implementation & Integration Support Support implementation teams by clarifying requirements, participating in backlog grooming, sprint planning, and design reviews. Validate delivered solutions through user acceptance testing (UAT), data validation, and AI model performance assessments. Assist with integration planning and requirements across modular, open, and interoperable platforms. Requirements Required Qualifications Bachelor’s degree in information systems, Computer Science, Business, Data Analytics, or a related field. 7+ years of experience as an IT Business Analyst supporting large-scale enterprise systems, preferably in Federal or grants management environments. Demonstrated experience gathering and documenting complex business and technical requirements. Experience supporting data platforms, analytics solutions, or AI/ML-enabled systems. Strong understanding of systems integration, cloud-based architectures, and modern digital platforms. Experience working in agile, SAFe, or hybrid delivery environments. Preferred Qualifications Experience with Federal grants management systems (e.g., Grants.gov, GrantSolutions, TAGGS, or similar). Hands-on experience supporting AI, machine learning, RPA, or advanced analytics initiatives. Familiarity with data lakes, cloud platforms (AWS, Azure, or GCP), and API-driven architectures. Knowledge of Federal IT policies and guidance (OMB, NIST, FITARA, Federal Data Strategy, Responsible AI guidance). CBAP, PMI-PBA, SAFe Agilist, or similar certification.
