Air Quality Compliance Program Manager 2 Location: 509 East Avenue South Clearwater, FL 33756 Schedule: Monday - Friday, 8:00 a.m. – 5:00 p.m. with flexible shifts and schedules available. As the Air Quality Compliance Program Manager 2 (Environmental Program Manager 2), you will lead this section, overseeing a team of Environmental Specialists responsible for inspecting stationary sources, reviewing compliance data, investigating complaints, and supporting enforcement actions. The Air Quality Compliance Section operates under the authority of the Environmental Protection Agency (EPA) and the State of Florida to ensure adherence to regulations established under the EPA’s Clean Air Act (CAA). The position requires strong technical judgment, independence, and the ability to make complex compliance decisions while collaborating with regulatory partners. You will also oversee program operations such as data analysis, reporting, budgeting support, and quality assurance to maintain the County’s EPA-approved air program. This is a high-impact role for an environmental professional dedicated to protecting our air resources. What Would You Do? Oversees activities, resources and operations in the compliance section in the Air Quality Division within Environmental Management. Manages and regulates air emissions sources. Trains, assigns, schedules, and reviews the work of subordinate staff; evaluates performance and provides counseling as needed. Reviews and analyzes new and renewal permit applications and environmental submittals, prepares written comments on regulatory compliance and submits to proper agencies. Reviews and interprets compliance test results and administers the enforcement of established environmental regulations. Acts in a liaison capacity with other County Departments and State and Federal agencies and may appear as an expert witness in court cases. Conducts and coordinates specialized environmental studies, prepares reports, and submits to appropriate agencies. Ensures quality control and integrity of data gathered or generated complies with applicable regulations and policies. Assists in development of program budgets and standard operating procedures Manages complaint investigations, inspection schedules, AirCom/Accela submittals, asbestos notifications, and fee invoicing. Performs other related job duties as assigned. What Do You Need To Have? Bachelor’s degree with major course work in physical, natural, or biological science, environmental engineering, or related field and six (6) years of progressively more responsible professional level experience including one (1) year of supervisory experience; (Note: An advanced degree in a related field may be substituted for up to two (2) years of required work experience.); or an equivalent combination of education, training and/or experience. Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Records (MVR) driving report Assignment to work a variety of work schedules including mandatory work periods in special, emergency, and/or disaster situations. Highly Desirable Two (2) years of supervisory experience in the assigned field of environmental management. Completion of EPA coursework or equivalent experience in air pollution control and enforcement. Training or experience in identifying violations of air quality regulations. Experience with processing enforcement actions under federal or state air quality programs. Familiarity with federal and state air quality databases, such as Aircom, ICIS-Air, and Accela. Strong understanding of mathematical principles for emissions calculations. Knowledge of the chemical composition of air pollutants and their environmental impacts.
