The Organizational Setting
Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
KSIADC (King Salman International Airport Development Company) is spearheading a mega project to develop Riyadh International Airport, soon to be named King Salman International Airport. The project is scheduled for execution between 2024 and 2030. Recently, KSIADC presented the KSIA Master Plan and project execution timelines to GACA, highlighting the critical need for timely evaluations, approvals, and acceptance of project packages by GACA in accordance with the requirements and provisions of GACAR Part 139 and other applicable regulations.

QUALIFICATIONS AND EXPERIENCE

Education

  • University degree in aeronautical/civil/electrical engineering with specialty in airport master planning/designs/engineering. Master’s degree is desirable.

Responsibilities

Function 1 (incl. Expected results)
Review airport master plan, airport designs that is comprehensive and assess the need to revise plans/designs, optimize the existing airport work sites, maximize the capacity of the expanded airport/new airport infrastructures such as runways, taxiways, visual aids, Navads, aprons, drainage systems, airside buildings, obstacle limitation surfaces etc.
Function 2 (incl. Expected results)
Evaluate the airport plans and designs, prepare report to address goals such as:
a) Development of the airport in a manner that fully responds to the needs of the air transportation industry in the future development;
b) Maximise the use of land and planned infrastructures, optimise the cost making competitive and efficient infrastructure that helps its users to succeed;
c) Oversee that the airport development is flexible manner that is able to adapt to change and innovation to meet future requirements;
d) Ensure that the airport plans are efficient and futuristic, safe, secure, sustainable, and environmentally friendly;
e) Ensure that plans and designs are developed in harmony with its surroundings, taking into account aspects such as environmental impact minimization, and sustainability;
f) Supervising cooperative efforts of architects, engineers, construction contractors, aerodrome operators and others;
g Ensure that the plan and designs meet the requirements of international standards such as ICAO and comply with local state regulations.
Function 3 (incl. Expected results)
Ensure that master plan and other aerodrome design complies GACA requirements and are in harmony with ICAO SARPs.

Conduct inspection, prepare finding reports, and follow up for timely completion of such reports.

Review, examine and prepare proposals for acceptance of the approving authorities.
