JOB SUMMARY

As a member of the Southern First Nations Network of Care (SFNNC), the Alternative Care and Resource Development Manager will provide dynamic leadership, exercise good judgment, exercise good organizational skills and be a team leader. The Manager will ensure that the legislative amendments is reflected in the program objectives and act as a direct resource and liaison for our Agencies and stakeholders.

QUALIFICATIONS

  • Must have BSW, at minimum five years child welfare and foster care experience and a minimum 3 years in management capacity; or an equivalent combination of education/experience
  • Knowledge of kinship, customary care, and specialized placements.
  • Must have knowledge of the process required to complete Home Studies and proposals for the development of Specialized Homes.
  • A comprehensive understanding of Child Welfare legislation, relevant Standards and Regulations and AJI-CWI.
  • Knowledge of the resources that are currently available in Manitoba that support a continuum of services to families.
  • Knowledgeable about what the current needs are for children and families involved in the child and family services system in Manitoba.
  • Knowledge about the need to develop culturally appropriate resources.
  • Previous experience in the development and maintenance of budgets
  • Effective and professional communication skills, both oral and written.
  • Experience and familiarity with Microsoft software (Microsoft Windows, Word, Excel, Access and PowerPoint.
  • Exceptional organizational skills to optimize client and collateral staff needs.
  • Must be detail-oriented with a strong focus on accuracy and thoroughness in all tasks.
  • Proven ability to work in a fast paced, multi-tasked environment and manage deadlines.
  • Flexibility to adapt to changing work conditions.
  • Ability to work independently and as a team.
  • Must have demonstrated understanding of First Nations culture, customs and traditions.
  • The ability to communicate in an Indigenous language is considered an asset.

OTHER REQUIREMENTS

  • A satisfactory and current Criminal Record Check with vulnerable sector search.
  • A clear and current Child Abuse Registry Check
  • A valid class 5 MB driver’s license and regular access to a reliable vehicle for business travel.

Responsibilities
  • Directs and manages Foster Care/Resource program and staff.
  • Responsible to ensure on-going new program development and program implementation.
  • Defines program scope, goals and deliverables that support the Network vision in collaboration with the Southern Agencies.
  • Explores and identifies the potential to maximize the assessment, placement and licensing resources.
  • Gathers information from partners to assess and determine appropriate response for sharing information across systems.
  • Develops and maintains strategic partnerships with key collaterals.
  • Liaises with Southern Agencies on an ongoing basis.
  • Drafts and submits budget proposals and recommends subsequent budget changes where necessary to the Chief Financial Officer to determine and assess the need for additional staff and/or consultants on an annual basis and make the appropriate recruitments if necessary.
  • Provides status reports, analyzes results and troubleshoots problem areas to the Chief Executive Officer
  • Assists Agencies with the development of kinship/customary and specialized foster homes as needed.
  • Supports agency compliance with licensing standards.
