Location
This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of Simms Square – 390 Brant Street Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective January 2026 this role will be required to be on site 50% of the time each month.
Position Overview
The Analyst, Contracts and Financials is a key financial and procurement specialist within Burlington Digital Services (BDS). This role is responsible for coordinating operating and capital budgets, leading financial reporting and forecasting, and managing a large portfolio of software, hardware, cloud, and professional service contracts.
Reporting to the Chief Information Officer, the Analyst plays a critical role in ensuring financial accuracy, contract accountability, and compliance with procurement policies. This includes preparing detailed forecasts, variance reports, and multi-scenario models to support executive decision-making, while also ensuring that contractual obligations are tracked, renewed, and aligned with both budget availability and corporate requirements.
The Analyst also acts as a trusted advisor and trainer within BDS, supporting staff in budget preparation, contract lifecycle management, and financial best practices. By connecting financial stewardship with contract oversight, this role enables BDS to safeguard resources, reduce risk, and sustain the City’s digital transformation priorities.
Responsibilities
This position will be responsible for:
Coordinating BDS operating and capital budgets
Lead preparation, forecasting, and monitoring of annual budgets, ensuring alignment with corporate standards and timelines. Provide variance analysis and support cost center managers in accurate budget planning.
Overseeing contract management lifecycle
Maintain oversight of departmental contracts across software, hardware, cloud, and consulting services. Track renewals, monitor compliance, and ensure accurate recording in ServiceNow while aligning with procurement policies.
Supporting financial reporting and reconciliation
Prepare and present financial reports for leadership, monitor expenditures, and reconcile accounts in systems such as Workday and Questica.
Advising on procurement and vendor engagement
Support procurement planning and vendor setup, participate in vendor discussions, and ensure financial and contractual compliance with City standards.
Driving process improvement and training
Identify opportunities to improve financial and contract practices, and provide training to staff on budget preparation, financial tracking, and contract lifecycle management.

Requirements

  • Completion of a diploma in Accounting, Finance, Business Administration, Public Administration, Procurement, or a related discipline.
  • Professional certifications considered an asset, such as:
  • Municipal finance or public budgeting training
  • Contract management or procurement certifications (e.g., SCMA, PMAC, CPPB, NIGP)
  • Training in ERP and budgeting systems (Workday, Questica, or comparable platforms)
  • Minimum 5–7 years of experience in financial management, contract administration, or procurement within a complex organization, ideally in the public sector.
  • Strong proficiency in budget creation, forecasting, and reporting, including preparation of variance reports and financial models.
  • Demonstrated experience managing operating and capital budgets across multiple cost centers, reconciling accounts, and supporting executive-level financial planning.
  • Experience overseeing complex contract portfolios, including renewal tracking, vendor engagement, and compliance with procurement standards.
  • Proficiency in systems such as Workday (financials), Questica (budgeting), and ServiceNow (contract/service tracking).
  • Strong analytical skills with the ability to interpret financial policy, assess budget impacts, and forecast future needs.
  • Excellent communication and advisory skills with the ability to train staff, influence stakeholders, and provide clear, actionable recommendations to leadership.
  • Knowledge of digital service environments and the financial/contractual implications of technology investments considered an asset.

This position may require occasional travel between sites and/or City facilities.
