JOB SUMMARY

There are 2 posts available:
Impact economy - The team sits within the Civil Society and Youth (CSY) directorate, which aims to build a fairer society, in which government, civil society, and businesses are able to work together to tackle social challenges and build stronger communities. As stewards of Civil Society in government, we are responsible for a dynamic set of policy areas relating to young people, volunteers, charities and social enterprises.
Future of TV distribution analysis - This is a new role which will sit within the Media and International (MINT) policy directorate. Our aims are to drive sustainable and inclusive growth in the media sector, serve the needs of audiences and protect the future of public service media. Within the directorate, analysts and policy officials work together closely to deliver these across a range of policy areas including television and broadcasting, advertising, press, radio, and international strategy.

ESSENTIAL REQUIREMENTS:

  • Badged membership of either the Government Economic Service (GES) or the Government Social Research (GSR) profession, or eligibility to become a member of one of these professions (please ensure you state your relevant qualifications in your application where asked).
  • Experience in a range of quantitative and qualitative research and/or evaluation methodologies, and an ability to make judgements about which research methods are appropriate in different situations.
  • Experience delivering research or analysis which supports decision making and/or policy development.
  • Excellent communication skills, both verbal and written, with the ability to communicate technical information to a broad range of stakeholders;
  • Strong skills in building and managing relationships with a range of internal and external stakeholders.

DESIRABLE SKILLS:

  • Experience of, or interested in, the voluntary, community and social enterprise (VCSE) sector and/or the media sector
  • Experience of conducting analysis to support business cases for new programmes or policies.

Responsibilities

The role will provide opportunities to engage with a broad range of analytical approaches, and there is scope for the position holder to shape the role to their interests, analytical profession and development goals. The role will likely include:

  • Supporting the design and project management of programme evaluations
  • Conducting quantitative data analysis to support evidence priorities (e.g, on the impact of our programmes, and the geographical distribution of our sectors)
  • Supporting the development of a new Impact Economy research programme
  • Supporting the development of business cases for new policies and programmes
  • Disseminating findings from research, economic analysis and evaluation to senior officials and external partners
  • Working on other teams across CSY and DCMS to improve our data and evidence bas

Some of your responsibilities will include:

  • Supporting the analytical work to evidence policy decisions around the future of TV distribution - with the first priority to deliver critical analysis for the government on potential changes to the UK’s TV infrastructure.
  • Managing research contracts with academics and technical experts to develop the evidence base for crucial decision making.
  • Leading in-house analysis to decipher the most articulate and the most suitable long-term option.
  • Collaborating with expert stakeholders including counterparts at the regulator Ofcom, and in the Department for Science, Innovation & Technology.
  • Being a member of the Government Economic Service or Government Social Research Service, and an active member of both the Media and International Policy Directorate and wider DCMS analytical community
