This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of Simms Square – 390 Brant Street Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective January 2026 this role will be required to be on site a minimum of 50% of the time each month.
Position Overview
The Digital Solutions & Performance Analyst is a senior strategic advisor within Burlington Digital Services, focused on shaping the City’s digital future. This role leads the intake and evaluation of technology requests across the organization, ensuring proposals are business-ready, aligned to enterprise architecture, and feasible within platform capacity.
As the steward of the City’s Application Management and Rationalization Program, the Analyst manages a portfolio of over 220 applications, reducing duplication, consolidating services onto strategic platforms, and ensuring investments deliver measurable value.
The Analyst also drives performance measurement and transparency by coordinating the development of digital service KPIs and dashboards, informing executive decision-making, corporate reporting, and long-term planning. By connecting departments, platform owners, and governance bodies, the Analyst plays a critical role in cost containment, risk reduction, and ensuring digital investments deliver maximum benefit to residents and staff.
Responsibilities
This position will be responsible for:
Leading intake and evaluation of digital service requests
Act as the primary engagement point for departments, reviewing new digital proposals, assessing readiness and feasibility, and aligning requests with enterprise platforms and strategic priorities. Guide requests through the Architecture Review Board and ensure they are structured for appropriate delivery channels.
Managing the City’s Application Rationalization Program
Lead efforts to streamline and optimize the City’s digital portfolio of more than 220 applications. Identify redundant or underutilized tools, recommend consolidation or decommissioning, and support platform-based modernization. Provide input into budget and capital planning where new investments are required.
Providing strategic digital advisory services
Serve as a trusted advisor to departments in shaping early-stage digital initiatives. Ensure business needs are translated into delivery-ready opportunities that align with architecture, governance, and budget processes. Influence solution pathways to maximize reuse, cost efficiency, and strategic alignment.
Supporting digital performance measurement and KPI tracking
Coordinate the development, collection, and reporting of digital KPIs, working with platform owners, Corporate Planning, and senior leadership. Ensure initiatives are measurable, outcomes are transparent, and results demonstrate organizational value.
Enabling cross-functional collaboration and governance
Facilitate alignment across departments, technical teams, and platform owners. Engage specialists in areas such as data, security, and development to ensure holistic planning and delivery. Support enterprise-wide governance bodies and provide input into digital capital prioritization.
Promoting cost containment and financial stewardship
Support licensing analysis, cost modelling, and total cost of ownership assessments. Provide recommendations to reduce unnecessary spend, avoid duplication, and maximize value from existing enterprise platforms.
Driving organizational transparency and trust
Prepare business cases, briefings, and performance reports for executive audiences. Provide clear, evidence-based recommendations that support decision-making and demonstrate accountability to Council, leadership, and the public.
