SUMMARY The Joint Intelligence and Security Division (JISD), under the leadership of the Assistant Secretary General for Intelligence and Security (ASG-I&S), comprises two principal pillars: Intelligence – headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) – headed by the Deputy ASG for Security. The Intelligence pillar is responsible for ensuring the situational awareness of the North Atlantic Council (NAC) and the Military Committee (MC), for the analysis of the indications and warnings in support of the NATO Crisis Response System, and for the development of intelligence policies and capabilities for NATO. Its functional areas address: intelligence analysis and production, intelligence policy, and capability development. The Intelligence Production Unit (IPU), comprised of both military and civilian personnel, supports the NAC, MC and senior level decision makers on strategic issues of concern with intelligence-based analysis, briefings and other written products. Within JISD/IPU, the Eastern Neighbourhood Branch (ENB) is responsible for managing intelligence production on domestic and external issues of concern related to the Western Balkans, and Ukraine, the Republic of Moldova, the South Caucasus. Under the direction and guidance of the Branch Head, the incumbent provides situational awareness intelligence assessments on the topics related to the region, with focus on hybrid threat activities. This role requires coordination with a range of stakeholders, good research and analytical skills. The analyst’s required output will range from ad hoc briefings and snap intelligence assessments related to emerging events, to longer term strategic analysis and collaboration on other JISD/IPU production lines. 2. QUALIFICATIONS AND EXPERIENCE ESSENTIAL The incumbent must: • have a university degree, or equivalent level of qualification, in in the field of political science, international relations, security studies or a related subject; • have at least 3 years’ experience in intelligence services with analytical experience at national or international level; • have demonstrated expertise related to the Western Balkans, and Ukraine, the Republic of Moldova, the South Caucasus • have knowledge of political-military issues in the region and with strategic issues impacting NATO; • have knowledge of adversarial hybrid warfare activities, trends and tactics; • have excellent communications skills, both orally and in writing; • possess conceptual and analytic thinking skills, as well as the capacity to convey complex ideas with clarity and accuracy; • be able to draft clear and concise reports on complex issues and subject matters; • experience in providing written and oral briefs to senior leadership levels; • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other. DESIRABLE The following would be considered an advantage: • be a serving member of an Allied intelligence or security service; • experience of working in an international environment comprised of both military and civilian elements; • have a good understanding of intelligence tradecraft; • understanding of the complex strategic issues for NATO. 3. MAIN ACCOUNTABILITIES Expertise Development In coordination with various NATO stakeholders, analyze provide relevant intelligence assessments (in both written and verbal format) to NATO leadership, in order to inform decision-making and for threat mitigation on identified topics of concern related to the region of concern. Draft intelligence assessments for the NAC, the MC, IS and International Military Staff (IMS) staffs and committees across NATO HQ. Provide detailed meeting reports and back-briefs with recommendations for follow-up. Stay abreast of current intelligence topics of relevance to the Alliance. Knowledge Management Determine region-related topics of strategic importance and immediate threat to NATO. Conduct analyses of allied intelligence reporting and open-source intelligence to gather relevant threat information. Manage the flow and distribution of situational awareness knowledge and analysis aimed at identifying and determining the region-related topics affecting NATO’ interests. Planning & Execution Produce intelligence-based assessments to inform relevant stakeholders, timely decision making and threat mitigation and will serve to support and enhance the Alliance leaderships’ understanding on the domestic and external issues of concern related to the Western Balkans, and Ukraine, the Republic of Moldova, the South Caucasus from an intelligence perspective. Policy Development Provide documentation, when required, to support the formulation and/or amendment of policies within a specific field of expertise. This may include the provision of current intelligence packages relating to adversary capabilities to support NATO’s capability development. Project Management Support the project development in coordination with other team members, ensuring to highlight and enhance the understanding of the topics of interest to the region. Ensure deadlines are met. Manage various work strands simultaneously. Collaborate, and coordinate work and work processes with other entities. Ensure maximum use of existing and new technologies to gather information. Contribute to the tracking and management of a hybrid activities tool. Stakeholder Management Initiate, organise, attend meetings at NATO HQ and other locations with Allies and NATO Partner intelligence services and represent JISD as needed. Ensure that the JISD maintains clear lines of communications with both contributors and customers. Ensure close communication with national services and intelligence stakeholders, particularly in relation to response to specific Requests for Information (RFIs) and to NATO Strategic Intelligence Requirements. Perform any other related duties as assigned. 4. INTERRELATIONSHIPS The incumbent reports to the Head of the Eastern Neighbourhood Branch (ENB) within JISD/IPU. They maintain a close working relationship with other analysts within JISD/IPU, the broader division, and other members of the IS and IMS, as well as with stakeholders across the NATO Intelligence Enterprise and the Strategic Commands, as required. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. Contract clause applicable: In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity. The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations. NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post. Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts. 7.
