Description Analyst II Primary Location: Washington DC Clearance: Active Top Secret, TS/SCI Obsidian Solutions Group (OSG) is seeking an Analyst II supports DHS missions in the Greater Washington, D.C. area by bringing demonstrated experience in government performance management, evaluation analysis programs, and intelligence community operations and products. This role provides day-to-day project management for smaller initiatives or leads a work stream within a larger project. The Analyst II coordinates and directs the activities of junior consultants while delivering hands-on consulting support—including Functional, Technical, Training/Facilitation, and Change Management responsibilities. This position also serves as a key resource to clients through issue identification, deliverable review, and the presentation of project findings to senior leadership. Requirements Specific Responsibilities Demonstrates expertise in government performance management, evaluation analysis programs, and intelligence community operations and products. Provides day-to-day project management for smaller projects or serves as team lead for a defined work stream within a larger project. Coordinates and directs the activities of junior consultants, ensuring quality and consistency across work products. Delivers direct consulting support across Functional, Technical, Training/Facilitation, and Change Management disciplines. Identifies project issues and risks, escalating findings and recommendations to appropriate stakeholders in a timely manner. Reviews elements of deliverables developed by others to ensure accuracy, completeness, and alignment with client requirements. Presents project findings and results to lower levels of client management, communicating complex information clearly and effectively. Required Qualifications Advanced degree in public policy, public administration, or management science. Minimum of five (5) years of relevant experience in consulting or program evaluation and performance management related to oversight, planning, administration, finance, or technology implementation.
