Description LOCATION: Juvenile & Youth Services at Wayne County Health Dept - Detroit, MI 48226 POSITION SUMMARY: SEMHA seeks an IT Analyst to support Wayne County’s Department of Juvenile & Youth Services. This role partners with staff to understand business processes and the Juvenile Accountability Information System (JAIS), ensuring systems effectively meet operational needs. The analyst supports application maintenance, enhancements, and new system development, while collaborating with IT teams and end users. Responsibilities include ensuring compliance with state, county, and federal requirements; improving data sharing across agencies; and aligning solutions with county IT standards. The role may also assist with cost-benefit analyses and support grant and data-sharing initiatives. ESSENTIAL FUNSTIONS & SKILL REQUIREMENTS: Thorough knowledge and understanding of information technology concepts and technologies and computer systems hardware and software are required Must be knowledgeable of relational database concepts and able to relate them to application data modeling situations Must have knowledge and experience with Juvenile Agency Information System (JAIS) Must have the ability to assist Wayne County with the transition of JAIS to other software or programs should the need arise Must have experience in the development of relevant cost benefit analyses Excellent verbal and written communication skills, and strong listening & problem-solving skills Ability to build and maintain employee and customer relationships Business, analytical and strategic planning skills Ability to develop, support, and be a project coordinator of systems that may be supplied by a software vendor and/or developed in house, including management of a project’s budget, project plans and tracking/reporting on actual vs. planned time and cost, allocation of resources. Must be able to work independently and in a team environment with on-call responsibilities Ability to effectively interact with management and support efforts to meet client expectations Must demonstrate skills reflecting proven organizational, analytical, problem- solving, and department management abilities Must be able to prioritize multiple tasks and objectives in a rapidly changing environment while maintaining a high level of energy and creativity Extensive knowledge of various systems, architectures and protocols; PC, client/server, and mid-range environments. EDUCATION, EXPERIENCE, & QUALIFICATIONS: Bachelor’s degree in business administration, Computer Science, or related field is required (master's degree is desirable) 10 years of experience in developing project/program management, to include overseeing a broad scope of projects, system analysis and extensive interaction at all levels of staff and management; including ongoing support and maintenance Prior experience demonstrating effective teamwork, collaboration in the development, coordination and implementation of a large, complex project is required, preferably in an information systems environment in a government setting Experience with resource management and budget development Experience using a formal software development methodology Valid Driver License & reliable transportation is required Salary: $124,738.00 annually Employment Type: Full-Time Classification: Exempt (salaried) Benefits: Health, Dental, and Vision insurance Paid time off and Holidays 403b (Retirement plan) Various Voluntary Benefit Option Application Deadline: May 31, 2026.
