Regulatory Compliance, Permit & Local Content Lead (Third Party Contractor) Jakarta, Indonesia Role Purpose: Provide dedicated leadership and coordination for regulatory compliance, permitting, and local content activities to support safe, compliant, and timely project execution. The role is responsible for ensuring compliance with Indonesian laws and regulations across project phases, managing permit acquisition and approvals, overseeing local content implementation, and maintaining effective engagement with regulatory authorities and key external stakeholders to support successful project delivery. Responsibilities include but are not limited to the following: Regulatory Compliance & Permitting Develop and implement regulatory compliance strategies to support project execution and operational readiness. Monitor and interpret Indonesian oil and gas regulations and ensure project compliance with applicable requirements. Coordinate with internal and external stakeholders to obtain permits, licenses, approvals, and regulatory submissions required for project development and operations. Lead regulatory engagement, document preparation, audits, reporting, and compliance tracking activities. Ensure HSE and operational regulatory compliance throughout all project phases from FEED to operations. Maintain regulatory compliance registers and support governance reporting activities. Support regulatory risk identification and mitigation planning. Local Content (TKDN) & Stakeholder Engagement Develop and execute local content strategies in alignment with Indonesian TKDN requirements. Coordinate with Procurement, Contracting, and Supply Chain teams to maximize local participation and compliance objectives. Support vendor localization and engagement with Indonesian suppliers and service providers. Build and maintain strong relationships with government authorities, industry associations, and local stakeholders. Coordinate with relevant authorities regarding local content approvals and implementation requirements. Lead reporting and audit activities associated with local content compliance. Regulatory Risk Management & Advocacy Identify regulatory risks and develop mitigation actions to minimize project impact. Represent the project in regulatory and industry discussions where required. Provide regulatory advice and recommendations to project leadership and cross-functional teams. Ensure project teams remain informed of changes in applicable regulations and industry requirements. Qualifications include but are not limited to the following: Education: Bachelor's Degree in Law, Engineering, Environmental Science, Business Administration, Public Policy, or other relevant disciplines. Master's Degree is an advantage. Experience: Minimum 10–15 years of experience in regulatory compliance, permitting, government relations, local content, or related functions within upstream oil & gas projects. Demonstrated experience in: Managing permits and regulatory approvals for major oil & gas developments. Working with Indonesian regulatory authorities including SKK Migas, MIGAS, MEMR, and related agencies. Supporting offshore developments, FPSO, ORF, pipelines, drilling, or major EPCIC projects. Implementing local content (TKDN) programs and regulatory reporting requirements. Managing stakeholder engagement and government relations in complex project environments. Skills: 1. Knowledge Strong understanding of Indonesian oil & gas regulations and permitting frameworks. Good knowledge of local content (TKDN) requirements and implementation practices. Familiarity with project lifecycle delivery from FEED through operations. Understanding of regulatory governance, compliance assurance, and risk management. 2. Soft & Hard Skills Strong stakeholder engagement and government relations capability. Excellent negotiation, influencing, and communication skills (Bahasa Indonesia and English). Strong planning, coordination, and execution management capability. Strong analytical, problem-solving, and decision-making skills. Ability to work independently within fast-paced and dynamic project environments. Willingness to travel domestically and internationally when required.
