Classification: Grid 24, BCGEU Membership
Office Location: Victoria or Fort St John or Kelowna
Salary: $76,313.27 - $86,898.73 – Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for northern location.

ACCOUNTABILITIES:

Leads engagement activities with First Nations, including liaising with First Nations staff and community members, distributing information about regulatory development, facilitating cross-cultural two-way communication, and planning and facilitating meetings and workshops.
Supports the development of engagement strategies for regulatory initiatives with First Nations, local communities, and industry stakeholders.
Ensures regulatory engagement aligns with legislation, guidance, and best practices, including the BC Declaration on the Rights of Indigenous Peoples Act.
Identifies emerging issues and opportunities in engagement practices and takes an active role in providing recommendations and implementing directions.
Works with Regulatory team colleagues, including the Senior Policy Analyst and Regulatory Coordinator, to develop and monitor effectiveness of engagement plan implementation, including analysis, reporting and presentation of findings.
Works closely with communications staff and the Regulatory Coordinator to clearly communicate regulatory initiatives in a way that is relevant and accessible.
Develops success criteria and establishes monitoring and measurement processes and practices to assess the value of engagement activities.
Solicits feedback and outcome evaluations to improve results on a continuous basis.
Supports the Regulatory team in managing ongoing regulatory initiatives, including research and analysis of regulatory approaches and building regulatory material for approval.
Builds, leads, and supports any co-development processes with First Nations on BCER regulations, when needed.

EDUCATION:

University degree in Stakeholder Relations/Engagement, Conflict Resolution or Communications and three years related experience; or
Diploma Stakeholder Relations/Engagement, Conflict Resolution or Communications and over five years of related experience.
IAP2 certification and relevant combination of the education and related experience is preferred.

EXPERIENCE:

Proven experience supporting First Nations and stakeholder relations, public engagement, and dispute resolution processes and well-versed in public engagement principles, best practices, and methods.
Proven experience developing and implementing engagement strategies and plans.
Proven cultural competencies with a demonstrated understanding of First Nations cultural protocols.
Demonstrated ability to manage concurrent projects with multiple, competing priorities and rigid deadlines.
Demonstrated knowledge of government regulatory processes.
Demonstrated exemplary verbal, presentation, and written communications skills.
Ability to manage possible unpleasant dealings with angry, hostile, and abusive individuals/groups potentially creating working conditions that can be stressful and charged.
Demonstrated experience building and maintaining cooperative, productive relationships.
Demonstrated ability to implement new strategies, approaches, and process improvements.
Demonstrated ability to integrate within a diverse team and exhibit exceptional teamwork and cooperation skills.
Proven experience in the development and implementation of process improvements for engagement.
