Alaska Northstar Federal is looking for an Application Engineer to join the team on a long-term project to be awarded soon.
The Application Engineer will be responsible for designing, developing, and maintaining user-centric application environments hosted in Oracle Cloud Infrastructure (OCI) for federal customers. The ideal candidate will demonstrate expertise in delivering secure, accessible, and intuitive web-based solutions that not only fulfill mission needs but also comply fully with Section 508 and other accessibility requirements. The role requires close collaboration with government stakeholders, end users, DevOps, security, and compliance teams.

Responsibilities for the Application Engineer will include, but not be limited to:

  • Design, develop, and deploy application interfaces and environments within Oracle Cloud Infrastructure (OCI), emphasizing responsive, user-friendly, and intuitive user experiences tailored to the needs of federal clients.
  • Integrate Section 508 and WCAG accessibility requirements from project inception through deployment; continuously validate deliverables for compliance via automated testing tools and manual reviews.
  • Translate complex customer and user requirements into functional, accessible digital experiences; conduct user research, usability testing, and iterative feedback sessions with a diverse range of end users, including individuals with disabilities.
  • Develop, maintain, and optimize application components in Oracle Forms using Java as a front-end capability.
  • Collaborate closely with UI/UX designers, cybersecurity specialists, database administrators, and cloud engineers to deliver fully integrated, agile, and compliant environments.
  • Implement and sustain DevSecOps practices for application development, security, testing, and deployment, leveraging CI/CD pipelines, version control, and IaC where appropriate.
  • Ensure that documentation—including user manuals, training materials, and online help—is fully accessible and compliant with Section 508 standards.
  • Support Authority to Operate (ATO) processes by preparing technical and accessibility documentation, remediation plans, and compliance evidence as required by DoD, DHA, or federal guidelines.
  • Troubleshoot application performance, usability, and accessibility issues; implement corrective actions, patches, or enhancements in accordance with customer priorities and contractual SLAs.
  • Maintain thorough, up-to-date technical documentation, runbooks, and accessibility conformance reports for all application releases.

Requirements:

CANDIDATE MUST HAVE AT LEAST 4 YEARS OF EXPERIENCE IN THE FOLLOWING:

  • Application development or engineering for direct support for federal program environments.
  • Engineering user-friendly web interfaces and applications in cloud environments; hands-on experience with Oracle Cloud Infrastructure and Oracle Forms is highly desired.
  • Section 508, WCAG 2.1 (or newer), ADA, and other accessibility requirements for federal systems; experience integrating accessibility into SDLC.
  • Modern application frameworks (Angular, React, Vue), web technologies (HTML5, CSS, JavaScript/TypeScript), and back-end development (Node.js, Python, Java, or similar).
  • Accessibility validation tools (e.g., Axe, JAWS, NVDA, Wave) and remediation processes.
  • Excellent oral and written communication skills, including development of accessible documentation and ability to collaborate with multidisciplinary teams.

DESIRED KNOWLEDGE, SKILLS, ABILITIES

  • Bachelor’s degree
  • Industry accessibility certifications (e.g., IAAP CPACC or WAS).
  • Agile, DevSecOps, and CI/CD in government or highly regulated environments.
  • Leading or participating in accessibility audits and user testing.
  • Familiarity with data visualization frameworks and their accessibility features (e.g., D3.js, Tableau, Power BI in a government context).
  • Experience supporting ATO, FISMA, or FedRAMP compliance processes.
