Description

Description:
Alaska Northstar Federal is looking for a Project Manager to join the team on a long-term project to be awarded soon.
The Project Manager will serve as part of a dynamic, multi-project manager team (“web of PMs”) overseeing concurrent workstreams within a complex, large-scale federal program hosted on Oracle Cloud Infrastructure (OCI). The Project Manager will coordinate with peers, government stakeholders, and cross-functional technical teams, with specific responsibility to support a designated subcontractor who serves as the key subject matter experts (SMEs) for this engagement. The PM will ensure cohesion, compliance, milestone achievement, and optimum program outcomes through collaboration, risk management, and a customer-focused approach.

CANDIDATE MUST HAVE AT LEAST 5 YEARS OF EXPERIENCE WITH THE FOLLOWING:

  • Project management experience on federal or DoD programs of significant size and complexity, preferably with cloud, application, cyber, or technical infrastructure components.
  • Demonstrated success operating within a multi-PM environment and cross-company/subcontractor teaming models.
  • Track record supporting external SMEs and integrating subcontractor technical contributions into total program delivery.
  • Proficiency with project management frameworks, tools, and methodologies (e.g., PMI/PMP, Agile, Microsoft Project, Jira) and familiarity with federal acquisition/program management documentation requirements.
  • Knowledge of government contract compliance, earned value management, and risk/change management.
  • Strong written and verbal communication, stakeholder management, and facilitation skills.

DESIRED KNOWLEDGE, SKILLS, ABILITIES

  • Active PMP, PgMP, or similar project management certifications.
  • Experience with integrated master scheduling, large team management, or direct federal client support in healthcare, defense, or highly regulated sectors.
  • Experience supporting onboarding or day-to-day management of SME subcontractors on multi-contractor programs. Familiarity with OCI, FedRAMP/ATO requirements, and supporting program-level compliance and security documentation.

  • Act as a key point of contact and program facilitator for the designated subcontractor SME, supporting their technical leadership and ensuring their insights fully inform project planning, risk mitigation, resource allocation, and deliverable quality.
  • Facilitate effective communication and integration of the SME subcontractor’s work with prime and other subcontractor workstreams, ensuring seamless technical and programmatic alignment.
  • Develop, update, and maintain detailed project plans, schedules, and status reporting artifacts in accordance with federal contract and PMO requirements.
  • Monitor and manage project risks, issues, dependencies, and changes; escalate and collaborate on cross-team matters quickly to minimize schedule, budget, or compliance impacts.
  • Ensure all project management documentation, reporting, and communication meet federal, DoD, and agency standards, incorporating best practices and lessons learned from recent CPARS/program performance.
  • Track key performance indicators, contractual milestones, and deliverables, proactively addressing obstacles and reallocating resources to maintain project momentum and compliance.
  • Support integration of complex technical, contractual, and operational requirements; collaborate with engineers, cybersecurity, compliance, user experience, and configuration management professionals to align delivery with program goals.
  • Prepare and deliver succinct, actionable briefings, dashboards, and ad hoc reports for government PMs, program leadership, and contract oversight officials.
  • Participate in internal and client-facing meetings, working groups, configuration control boards, and quality assurance reviews as required for project transparency and stakeholder engagement.
  • Support or lead project-level change management, lessons-learned, and continuous improvement activities, documenting best practices to benefit the overall PM network and program lifecycle.
