EXPERIENCE, SKILLS, KNOWLEDGE:

The AIT Policy Manager will require a knowledge of AIT issues in major markets, alongside an analytical capability to develop advocacy which provides genuine, evidence-based research for key policy makers.
She / he needs to familiarise themselves with the key AIT Policy issues and identify the most appropriate advocacy to develop for stakeholders, with the support of the Head of AIT Policy.

EDUCATION / QUALIFICATIONS / CERTIFICATIONS REQUIRED

• Educated to graduate level in a relevant discipline.
• Substantial track record of working – either as a global trade consultant or in industry – in the area of illicit trade, regulatory and fiscal affairs.
• Ability to manipulate data through analytical programmes an advantage.

ROLE SUMMARY:

The AIT Policy Manager will be part of BAT’s Global CORA Team, and responsible for working together with the Head of Anti-Illicit Trade Policy to develop advocacy in support of our global AIT policy positions and approaches.

The key elements of the role will comprise of the following, inter alia:

• developing advocacy and narratives in support of AIT Policy positions at global, regional and market level through the collation of data, research and insights;
• commissioning third party reports and advocacy in support of global AIT Policy campaigns; and,
• engaging on advocacy to both external and internal stakeholders.

The AIT Policy Manager is responsible for implementing the creation of advocacy in support of AIT policy positions around the world, by compiling and analysing the relevant data and research, which will be presented to internal and external stakeholders. This includes the identification of trends in AIT and evaluating the impact of fiscal and regulatory changes on illicit trade, in both combustibles and new categories.
A key component of this role will involve commissioning and managing projects undertaken by independent third parties and sharing the results with regions / DRBUs / end markets.

OBJECTIVES OF THE ROLE

The Central AIT Policy function has, with the support of Regions, DRBUs and End Markets defined a set of key policy issues, which, if addressed through engagement at national and supranational level could help to ‘move the needle’ in reducing the quantum of illicit trade.

In order to engage on these critical policy issues, analysis and research needs to be undertaken, such that policy makers at national and international levels understand the drivers and potential solutions to tackling illicit trade. It is imperative that the AIT Policy Manager is able to play a key part in developing the engagement narrative in several ways including, inter alia:

• Writing papers and presentations in support of our key AIT Policy positions:
• To provide tailored advocacy through the analysis of data and external / internal research papers.
• Develop case studies which help to provide an evidence base on the success (or failure) of key policy issues and initiatives.
• Collate data and insights from multiple sources, including internal and externally produced AIT data, trade data and seizures analysis to highlight specific issues which can be utilised by multiple end markets (and at regional and supranational level).
• Working with external third parties to commission independent research reports and advocacy in support of global AIT Policy campaigns.
• Working with end markets to determine the appropriate advocacy and alignment on narrative and data presented.
• Identifying and onboarding third party consultants to build research evidence base.
• Engaging on AIT policy issues with both external and internal stakeholders
• Identifying relevant third parties for engagement.
• Presenting to relevant internal and external stakeholders and incorporating feedback and viewpoints.

KEY EXPECTATIONS FROM THE ROLE

The achieve the key objectives of the role, the AIT Policy Manager will be required to undertake a variety of tasks and areas of work, in support of the Head of Anti-Illicit Trade Policy, to develop advocacy in support of our global AIT policy positions and approaches.

• Drafting market specific AIT policy reports.
• Drafting reports and position papers in response to end market requests on fiscal and regulatory issues, which can be shared with both internal, government and supranational stakeholders.
• Utilising both publicly available and internal data sources to construct analysis.
• Use of basic economic modelling to determine internal and tax revenue outcomes from policy decisions.
• Working with the rest of the Fiscal Affairs and International Trade team to refine modelling and incorporate assumptions where needed.
• Collaborating with Regions, DRBUs and end markets to collect and analyse data.
• Management of external reports and contracts.
• Commission and negotiate the production of externally produced reports on illicit trade. issues, including key inputs analysis, impact of taxation on illicit trade and Hubs of Illicit Trade by identifying external suppliers and providing project briefings.
• Undertake appropriate risk assessments and compliance procedures.
• Liaise with procurement and contracts to develop contracts and “Statements of Work”.
• Quarterly monitoring of dashboards and internal reports and sharing relevant market insights.
• Recording supranational involvement on AIT issues.
• Monitor and review articles, conferences and debates undertaken by supranational organisations on illicit trade.
• Report key issues and opportunities back to the Head of AIT Policy and Fiscal Affairs and International Trade team.
• Managing and liaising with external contractors. This will include managing invoicing and contract renewals of supranational engagement contractors.
• Providing updated presentations and notes to internal stakeholders.
• Drafting briefing documents on the activities of AIT policy, engagements undertaken and opportunities created.
• Creating presentations on AIT Policy activities undertaken for internal stakeholders.
• Attending broader AIT Community forums and meetings.
