OVERVIEW

Under the general direction of the Controller or designee, the AP/Payroll Accountant will be responsible for managing the fiscal component of all accounting processes and controls from purchase order to recording of cash disbursements for non-claim related expenditures.

QUALIFICATIONS

  • Bachelor’s degree in Management, Finance, Accounting, or a related field from an accredited college or university.
  • 3–5 years of experience as an AP/Payroll Accountant.
  • Proficiency in accounts payable processes and controls.
  • Experience with Fund-ez is a plus but not required.

Responsibilities

ACCOUNTS PAYABLE RESPONSIBILITIES

  • Monitor vendor contracts and supplier agreements (e.g., payor, external vendor, network agency).
  • Strengthen and maintain vendor relationships through timely payments.
  • Review invoices for appropriate documentation and process payments in the general ledger.
  • Conduct monthly reviews to ensure invoices and receipts are properly recorded.
  • Ensure accuracy of expense coding and accounts payable aging reconciliation in the general ledger.
  • Partner with the Controller and CFO to analyze and forecast expenses and cash flow.
  • Reconcile monthly credit card, Verizon statements, and program advances per providers.
  • Maintain and assess CBC AP/Payroll fiscal policies, recommending workflow improvements.
  • Assist in preparing accounts payable reports and documenting activities and expenditures.

PAYROLL RESPONSIBILITIES

  • Process bi-weekly payroll using software, create payroll journal entries, and post to the accounting system.
  • Execute ADP time and attendance processing and ensure payroll accuracy.· Maintain payroll records, including exemptions, insurance coverage, direct deposit, deductions, and department transfers.
  • Calculate payroll liabilities, including federal/state income taxes, Social Security, and unemployment payments.
  • Reconcile payroll before transmission, validate reports, and compile earnings, deductions, and leave summaries.
  • Ensure proper taxation of employer-paid benefits and resolve payroll discrepancies. Process year-end payroll reporting (W-2, W-2c, 1099, etc.).
  • Verify data for the annual Worker’s Compensation audit with CBC’s WC vendor.
  • Coordinate with HR to ensure benefit withholdings and deductions are accurate.
  • Oversee ADP’s submission of monthly and quarterly employment statistics to the Department of Labor.
  • Prepare 941 reconciliations for audit review.
  • Reconcile benefit contributions on a biweekly basis.

AUDIT AND COMPLIANCE RESPONSIBILITIES

  • Assist in preparing for external fiscal and regulatory audits.
  • Ensure compliance with financial policies and payroll tax regulations.
  • Manage and implement expenditure allocations for CFR and grant reporting.
  • Communicate with the Controller, CFO, SVP, and Managers to ensure correct expense allocation.

CROSS-FUNCTIONAL SUPPORT & MISCELLANEOUS RESPONSIBILITIES

  • Serve as the AP/Payroll subject matter expert and liaison for cross-functional teams.
  • Cross-train to serve as a Finance Department backup.·
  • Create ad hoc AP/Payroll reports as needed.·
  • Perform other duties as assigned.
