Interface with state business users and vendors Manage, coordinate, and write APDs and RFPs, including: o Planning, Implementation, Operational, As Needed, and Annual APDs o Development, maintenance, tracking, and financial reporting of APD activities o Collaboration with client project teams to understand APD requirements, especially for As Needed APDs o Engagement with CMS State Representatives to foster collaborative relationships Manage client relationships and expectations, including daily interaction with key client leadership Develop client deliverables aligned with project requirements and company documentation standards Provide strategic recommendations to clients on critical business and project decisions Ensure adherence to all project-defined processes and methodologies Participate in meetings and communicate accurate project status, risks, and issues to the Client Partner and Client Attend project and stakeholder meetings as needed Develop and submit required reports to the client and federal government Minimum of 6 years' experience as a business analyst with, or consultant to, State Health Programs (e.g., Medicaid) Minimum of 3 years' experience supporting large, complex Medicaid system implementation projects and/or Medicaid business operations Minimum of 3 years' experience with elicitation and verification of business requirements Minimum of 3 years' experience in APD development, federal grant or funding requests, management, or status reporting with a state or federal agency Minimum of 3 years' direct experience drafting and finalizing public sector procurement documents such as: o Requests for Proposals (RFPs) o Requests for Information (RFIs) o Invitations for Bid (IFBs) o Master Services Agreements (MSAs) o Task Orders (TOs) Minimum of 2 years' experience facilitating work groups and requirements-gathering sessions contributing to procurement documents (e.g., RFPs, ITBs, RFIs) Undergraduate degree or 4 additional years of relevant experience Strong customer service attitude Understanding of State Medicaid Manual and 45 CFR 430, 610, 611, 612, State Medicaid Director's Letters, and APD Submission Requirements Three or more years' experience working collaboratively with CMS State Representative or equivalent federal agency Understanding of Medicaid Management Information System (MMIS) APD development and maintenance processes Understanding of State procurement processes Ability to communicate succinctly and accurately in written and verbal English Experience and skill in the development and maintenance of Microsoft Project schedules Ability to review deliverables and processes for quality and completeness PMI Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) The starting pay range for this remote role is $79,920- $145,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate's actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance.
