SPECIFIC QUALIFICATIONS & LEVEL

  • Degree in a relevant subject or able to demonstrate equivalent knowledge, skills, and proven experience of strategic development in the related service area.
  • ITIL v4 Qualification.
  • Agile Foundation certificate.

KNOWLEDGE & EXPERTISE

  • Experience of supporting and developing the Liquidlogic application.
  • Expert in an area of Social Care — Adults, Children’s, or Education.
  • Proven experience in collaborating with stakeholders to understand business requirements and translating them into technical solutions.
  • An in-depth knowledge of ITIL frameworks and best practices.
  • Strong expertise in maintaining the reliability, performance, and security of application systems.
  • Experience of managing escalations to external suppliers, monitoring responses, taking action, and seeing issues through to resolution.
  • Proficiency in planning and managing system upgrades.

SKILLS AND ABILITIES

  • Highly organised with the ability to manage and prioritise a varied and complex workload where there are likely to be conflicting demands.

Responsibilities

ABOUT THE ROLE

Bath and North East Somerset Council is looking for an experienced Applications Lead to take ownership of the support, development, and strategic direction of the Liquidlogic application within the social care environment. This role will focus on delivering innovative, reliable, and secure IT solutions that improve services for Adults, Children’s, or Education social care.
You will be a key figure in collaborating with stakeholders to understand complex business needs and translate these into effective technical outcomes. This is a highly visible role with opportunities to represent the department externally, guide junior colleagues, and work closely with suppliers to resolve technical issues.

KEY RESPONSIBILITIES

  • Lead and support the development and maintenance of the Liquidlogic application, ensuring it meets user and business needs.
  • Collaborate with stakeholders across social care and education to gather requirements and translate these into technical solutions.
  • Ensure system reliability, performance, and security through proactive monitoring and management.
  • Manage escalations with external suppliers, driving resolution of issues and maintaining strong supplier relationships.
  • Plan, coordinate, and manage system upgrades and patches, minimizing disruption.
  • Provide technical guidance and mentorship to junior team members and contractors.
  • Represent the IT department at user groups, forums, and external meetings as required.
  • Organize and prioritize a complex workload, balancing conflicting demands efficiently.
  • Communicate technical information clearly to non-technical audiences, maintaining a customer-focused approach.
  • Identify and propose opportunities for system improvements and innovations.
  • Ensure that all work meets quality standards and aligns with ITIL best practices.

ROLE DIMENSIONS

  • Represent the department at external meetings, user groups, and forums.
  • Supervise junior colleagues and external contractors as appropriate, ensuring they understand their roles, tasks, deadlines, and quality requirements.
