This position serves as an Application Development Business Analyst for the Department of Innovation & Technology (DoIT), supporting the Department of Finance & Professional Regulation (DFPR), performing a full range of complex professional functions in IT applications services. In this role, you will coordinate and conduct complex IT application development, database development, web site development, technology implementations and sunsets, and other strategic, technical application functions for the DFPR. In addition, you will serve as a project coordinator on assigned application related projects coordinating and conducting technical project components and functions of a complex nature. MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Services or a related Information Technology field.

SPECIALIZED SKILLS

  • Requires three (3) years of professional experience in full-stack application development, including technical expertise in database design, program design, and implementation of IT solutions, utilizing programming languages and frameworks such as C#, .NET, ASP Classic, Java, HTML, and XML, with a strong understanding of MVC and MVVM design patterns.
  • Requires three years of professional experience with database development and management, including proficiency in SQL, SQL Server, and SQL Reporting Services, as well as designing, implementing, and optimizing complex database structures.
  • Requires three (3) years of professional experience managing System Development Life Cycle (SDLC) processes including requirements analysis, design, development, testing, implementation, and maintenance, ensuring alignment with organizational goals and industry standards.
  • Requires three (3) years of professional experience coordinating and conducting complex IT related projects utilizing project management tools such as MS PowerPoint, MS Visio, MS Project, MS Teams Azure, and DevOps.

PREFERRED QUALIFICATIONS (IN ORDER OF SIGNIFICANCE)

  • Three (3) years of professional experience in full-stack application development, including technical expertise in database design, program design, and implementation of IT solutions, utilizing programming languages and frameworks such as C#, .NET, ASP Classic, Java, HTML, and XML, with a strong understanding of MVC and MVVM design patterns.
  • Three years of professional experience with database development and management, including proficiency in SQL, SQL Server, and SQL Reporting Services, as well as designing, implementing, and optimizing complex database structures.

  • Three (3) years of professional experience conducting feasibility studies and business and systems process analysis, design, modeling, reengineering and/or process visualization to create system designs.
  • Three (3) years of professional experience creating testing plans, writing test scripts, performing rigorous testing, and evaluating results to ensure system integrity, and developing technical documentation like user stories, use cases, and specifications to align with user needs and goals.
  • Ability to analyze data logically and exercise sound judgement to diagnose system issues, develop software algorithms, evaluate performance, and coordinate complex application development and design to define and address application requirements.
  • Ability to build effective working relationships, coordinate, and delegate projects, provide guidance to meet objectives, and keep project managers informed on timelines, issues, and documentation.
  • Developed verbal and written communication skills to present information to others with clarity and precision.
Responsibilities
  • Under administrative direction, serves an Application Development Business Analyst for the Department of Innovation & Technology (DoIT), supporting the Department of Finance & Professional Regulation (DFPR), performing a full range of complex professional functions in IT applications services.
  • Serves as a project coordinator on assigned application related projects coordinating and conducting technical project components and functions of a complex nature.
  • Reviews, develops, and recommends program objectives, input data and output requirements with other analysts, supervisor, and client by working closely with user area and stakeholders in coding and the testing of programs.
  • Maintains and enhances the complex IT applications systems by analyzing and recommending new procedures and techniques to improve the supported application systems.
  • Keeps abreast of new developments in the Information Technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
