JOB PURPOSE SUMMARY To implement and maintain an efficient and fully functional administrative systems for the University. This includes providing technical and functional support for Banner and other related administrative applications, as well as analyzing, designing and developing new applications. CRITICAL SUCCESS FACTOR Delivery of timely and accurate information, payments, and technical support to internal clients in the speediest and efficient manner. KEY ACCOUNTABILITIES Implements, maintains and upgrades the administrative systems for the University, including HR, Finance, Purchasing, and Enrolment Services. Works closely with Technical Lead, Programmer, and the DBA in developing administrative applications. Overall management and supervision of all Financial Systems and sub-systems, including Banner Finance, Banner Accounts Receivables, Purchasing, Fixed Assets, Finance Web Applications, and Payroll. Overall management and supervision of all financial reporting systems and ADHOC applications. The management of Financial Systems year end procedures. (Rollover of accounts, encumbrances, budget, and closing of accounts). Creation and maintenance of finance coding, structure, and system controls including Banner FOAPAL elements, rule classes, bank codes, and detail codes. Creation and maintenance of system manuals and documentations. Responsible for functional and technical support to end users. Responsible for out of balance issues. Responsible for budget upload and maintenance in Banner Is responsible for testing of Banner Finance upgrades and implementation of upgrades within the department. Develops in-house training for Banner and HRIS users. Co-ordinates all backup systems and is responsible for data security issues related to Administrative Systems. Data Integration with other external or internal administrative application like Tejari. DEGREE OF INDEPENDENCE/COMPLEXITY OF ENVIRONMENT Ensures that all administrative software applications are working smoothly from technical side. Must be able to work independently within IT on management assigned projects. Must achieve specific objectives on time and be able to adapt to changing decisions and dates of projects. WORKING RELATIONSHIPS/IMPACT OF INTERACTIONS Deals with the IT team, HR, and Finance on both campuses, as well as with software and computer vendors/companies. Must project a professional image as is representing the University when dealing with outside organizations. EDUCATION & EXPERIENCE REQUIREMENTS Must possess a bachelors degree from an accredited College or University with a minimum of 4 years’ experience preferably in accounting and software design/use, or an equivalent combination of education, skills and experience. Other essential requirements: Technical expertise with various development tools (Oracle Forms, Oracle Reports Designer, SQL Plus and PL/SQL) Post-secondary education (college degree in either accounting or computer science preferred or professional designation). Strong networking, hardware/software and programming knowledge required Experience using Banner, Excel, Word, and major accounting programs an asset Web based design and development experience is an advantage.
