TITLE: Area Support Officer TEAM/PROGRAMME: Field Operations            LOCATION: Hpa-an, Mon/Karin  Number of Position: 1 GRADE: NAT - 4               CONTRACT LENGTH: Fixed Term   CHILD SAFEGUARDING:  Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.  ROLE PURPOSE:  To support smooth and effective programme implementation by assuming the administrative, clerical, HR and logistical responsibilities for the field teams in field Offices.   SCOPE OF ROLE:  Reports to: Head of Area Office (Hpa-an)  Staff reporting to this post: Helper and Guard Role Dimensions: Interpersonal contact regular and varied, involved negotiation, influencing kills, and representation at District / Provincial level and donor / press visits Travel: Frequent (over 10 days per month)   KEY AREAS OF ACCOUNTABILITY :  Support to Project Delivery and Quality  * Have up-to-date knowledge about the SCI non-financial programme support policies and systems and essential standards.  * Keep direct communications with the HR and Support Services team at Yangon HO.  * Lines manage the Office Helper and Guard based at the Area Office. * Provide quality non-financial programme support services (HR, Admin) at the Area Office to the programme teams based at the Area Office (including Log services if there is no Area Log staff) * Make regular payments (such as office rent, utility charges for water and electricity) and periodical payments as and when required. * Support in register, submit and file daily incoming and outgoing correspondence. * Support in hotel booking & event arrangement, air ticketing and other logistical arrangements in the field office. * Supervise office helpers in area office to ensure office buildings and all domestic items are clean, healthy and neat & tidy at all time. * Assist in proper allocation of workstations, furniture and equipment in office buildings  * Make sure office auto machine and equipment are functioning at all time  * Monitors & report stock levels and order status to ensure office stationery, adequate office supplies, sundries, fuel at office. * Inventory physical check, monthly update and record the updated in inventory sheet, record damange items and support in inventory disposal process.  * Communicating with local government counterparts and other agencies working in the area and acting as Legal document holder in the field office. * Provide programme support to staff developing and implementing emergency response programmes in the area. * Any other tasks that may be requested by the line manager and technical line manager.   HR Management * Provide quality HR advice and support to field offices with regards to policy compliance and HR practices * Assist the Yangon HR team for the field office recruitment/replacement process in advertising, recording, contacting and scheduling for interviews.  * Ensure that all staff within the area office receive a thorough induction on their role and on SCI practices and procedures, including Code of Conduct and Child Safeguarding * Prepare payroll information, staff list updating, help all staff with income tax payments and regular remind to all staffs for online ER timesheet complement.  * Coordinate with Yangon HR department to provide Time-Sheets and HR reports in time. * Ensure that HR reporting is accurate and timely for each field offices and that all staff receive an accurate salary on a monthly and timely manner. * Carry out training within the area and coordinate the design and implementation of Area Learning Plan and organize required trainings for both operations and project staffs in line with HRD fund budget. * Participate, coordinate and sometimes lead on discipline/fraud and child safeguarding issues and investigation * Assist and support to HORO depend on requirements of assign tasks    Safety and Security Management  * Play the role of SSFP (Safety/Security Focal Person) at the Area Office. * Provide Safety and Security induction to new joining staff within a week after joining date.  * Prepare and send monthly incident and S&S report. * Ensure the communication tree and emergency contact list are always updated and checking the accuracy. * Coordinate with HORO & Yangon Safety/Security department to provide incident report. * Assist HORO in drawing EPP plans and Risk Analysis of the Area. * Organize required Safety/Security trainings for both operations and project staffs in the area.   Child Safeguarding Responsibility:  * Ensure that staff providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Integrity: * Honest, encourages openness and transparency; demonstrates highest levels of integrity * Always acts in the best interests of children PERSON SPECIFICATION   Skills and Experience:  * At least 4 years’ experience in related sector with at least 2 years of people/team managing experience, in an international organization or company.  * Significant experience in office management systems with strong analytical skills * Experience of organizing and facilitating training * Good IT skills (MS Excel, Word, internet, email) * Experience in at least 2 areas of operations (HR, admin, Safety and Security) and understanding of the other areas * Bachelor Degree (preferable with related specialization) * Good English communication skills, both written and verbal * Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure * Willingness to travel to field offices and work in difficult environment according to travel requirements * Initiative and have innovative ideas in fostering a great team culture. * Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children * Commitment to and understanding of Save the Children’s aims, values and principles. * Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy   Desirable * A Diploma or Certificate in Operations Management from any acclaimed Institute * Previous experience of working with an INGO or UN is desirable. * Experience in emergency response to natural disaster or conflict preferable.
