Job Description The Asbestos Manager leads the strategy and oversight for asbestos management across UKAEA’s multi-site estate, ensuring compliance with the Control of Asbestos Regulations. The role provides specialist technical expertise, contract management, and stakeholder engagement to manage asbestos risks across a diverse portfolio of operational, commercial, and experimental facilities, including ageing buildings and legacy scientific equipment undergoing decommissioning. . Core responsibilities Lead and implement the asbestos management strategy and policy across the UKAEA estate. Maintain and manage the site asbestos register and asbestos management plan to ensure accuracy and compliance. Oversee identification, condition surveying, and risk management of asbestos containing materials (ACMs), including safe removal and disposal where required. Review and approve contractor Risk Assessment Method Statements (RAMS) to ensure appropriate controls and legal compliance. Ensure asbestos-related works proceed safely by verifying statutory notifications, competence, and survey requirements. Provide expert asbestos advice to staff, tenants, contractors, and project teams, including the Decommissioning and Repurposing programme. Carry out desktop studies and develop scopes or briefs for asbestos-related investigations and remedial works. Provide budget estimates and support financial planning for asbestos risk management across the estate. Act as Contract Manager for the asbestos compliance consultancy contract, ensuring effective service delivery. Deliver training, guidance, and awareness to promote safe asbestos management and improved organisational culture. Engage and collaborate with internal and external stakeholders to support effective decision-making and continuous improvement. Communicate complex asbestos risks clearly to both technical and non-technical audiences. Qualifications HNC/HND (or equivalent) in Construction, Estates Management, or a related discipline with substantial industry experience. BOHS P402 (Building Surveying and Bulk Sampling for Asbestos) and P405 (Management of Asbestos in Buildings). NEBOSH National General Certificate or Construction Certificate in Occupational Health and Safety. Comprehensive knowledge of UK asbestos and construction legislation, including the Control of Asbestos Regulations 2012, HSWA, MHSWR, CDM, and the Building Safety Act. Proven experience as an asbestos management subject matter expert, including interpreting and implementing legislation, ACoPs, and HSE guidance. Strong technical documentation, data management, stakeholder engagement, and contract management experience.
