Responsibilities

POSITION PURPOSE/OBJECTIVE

Blue Mountains City Council is responsible for a significant inventory of transport and
related stormwater assets that require management. This position provides technical
support, advice and recommendations for project management, asset management,
design, construction, and complex investigations regarding infrastructure assets.
The position will manage the development, implementation, and monitoring of a range of
projects and proposals that contribute to achieving the Transport and Public Access
service and asset plan objectives and outcomes.

KEY RESPONSIBILITIES

  • Provide professional and technical engineering advice, recommendations and best
    practice standards to colleagues, management, consultants, and contractors in
    relation to drainage, kerb and road infrastructure, footpaths, water sensitive urban

design and transport interfaces.

  • Engage in key stakeholder consultation for the delivery of civil projects including the

preparation of responses to related correspondence and enquiries.

  • Develop Part 5 applications in accordance with the NSW Environmental Planning and

Assessment Act 1979 for Civil Asset’s projects.

  • Contribute to the medium & long-term forward asset planning for capital works

program to assist with resource planning, project pipeline development and alignment

of internal and external expectations.

  • Assess and manage project risks in line with Council’s Enterprise Risk Management

Policy and procedures.

  • Assist in managing contracts in accordance with established principles and practices,

including preparation of tender specifications and tender submissions; assistance in
preparation of the contract document; and the administration and supervision of the

contract.

  • Assist in the establishment, development and maintenance of systems and procedures

used within the Transport Asset Team.

  • Provide appropriate responses for customer service requests to resolve complex civil

asset enquiries including requests for new assets.

  • Successfully deliver civil projects to agreed cost, time, and quality objectives.
  • Management of consultants and contractors associated with civil projects,

investigations, and the resolution of civil asset issues.

  • Monitor and report on matters and project outcomes to ensure standards are

maintained.

  • Ensure projects are successfully undertaken from concept to finalisation in accordance

with agreed cost, time, and quality targets and within the budget and scope defined in

the project brief.

  • Undertake consultation as appropriate to identify stakeholders’ needs and

expectations and manage the process accordingly.
