ASSET MANAGEMENT PROGRAM LEAD

REPORTS TO Executive Director Infrastructure & Capital Projects

COMPENSATION $ 83,054.01 per annum - $85,545.63 per annum (NEE: 27)

STATUS 1 - Fulltime Permanent 35-hours per week
Malahat Nation represents approximately 350+ members with two reserve lands located on the western shore of Saanich Inlet, south of the village of Mill Bay, about 40-kilometres north of Victoria, British Columbia. Malahat Nation is looking for the right candidate to join our Infrastructure and Capital Projects team! We are looking for fun, energetic, dependable and organized staff. PURPOSE: Reporting to the Executive Director of Infrastructure and Capital Projects, the Asset Management Program Lead will support to the Infrastructure and Capital Projects Department to develop long-term asset plans, procure capital assets, as well as coordinate and facilitate the life-cycle management program for capital assets owned by the Malahat Nation. This position is a full time, permanent position, based in the office with the possibility of a hybrid working arrangement, with minimal local travel as required.

EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree in Engineering, Asset Management, or Engineering Technologist with GIS background, or a related field; or, an equivalent combination of education and experience
  • Minimum of 5-years of experience related to civil infrastructure design, infrastructure asset management and project management experience
  • Professional certifications such as Certified Asset Management Professional (CAMP) or Certified Infrastructure Asset Manager (CIAM) are an asset but not required
  • Experience working in a First Nations community and a willingness to learn about Malahat culture, customs, and traditions is an asset
  • Criminal Record Check (CRC) required
  • Valid BC Driver’s License, current drivers abstract, and reliable vehicle is required
  • Effective December 3, 2021 full vaccination against COVID-19 is required to be eligible for employment at Malahat Nation. All individuals must show Proof of Vaccination as a mandatory condition of their employment

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong knowledge of asset management principles, methodologies, and best practices
  • Experience in conducting lifecycle analyses, and risk assessments for infrastructure assets. Ability to establish Levels of Service (LOS), KPI indicators, and baseline data requirements
  • Proficiency in asset management software and systems, GIS technologies, and database management tools
  • Excellent time management skills with the ability to prioritize tasks, meet deadlines, and manage multiple deadlines simultaneously.
  • Effective verbal, written and oral communication, and interpersonal skills with the ability to collaborate with diverse stakeholders and communicate complex technical concepts to non-technical audiences
  • Knowledge of Microsoft Office Suite and related programs
  • Work is performed primarily indoors in an office environment. Off-site travel and extended hours are occasionally required for meetings, field inspections, and attending conference and training events

Responsibilities:

  • Under the guidance of the Executive Director of Infrastructure and Capital Projects, uphold and facilitate the Capital Asset Policy, Finance Policy, and all other relevant Malahat Nation policies, procedures, and laws
  • Prepare and maintain a Capital Asset Register, updating annually and as necessary, ensuring asset information is communicated to relevant departments as needed
  • Assist with the development, implementation and maintenance of an operation and maintenance manual for community assets, including Housing, Community Buildings and Infrastructure
  • Assist with the development, implementation and maintenance of a life-cycle maintenance program for capital assets, including Housing, Community Buildings, Infrastructure, and fleet management of vehicles, equipment, etc.
  • Assist in ensuring that the related facilities and infrastructure are kept in a safe and operable and working condition, with special emphasis on preventative maintenance and building systems operation
  • Support the Housing Department with coordination of housing asset maintenance and renovation requests
  • Provide Field Inspection Services on minor repairs to infrastructure as needed
  • Annually at minimum, plan & facilitate condition assessment of all Nation-owned assets, preparing reports of outcomes of assessments as needed to Director of Finance and Chief Administrative Officer
  • Work collaboratively with the Director of Finance and the Executive Director of Infrastructure & Capital Projects in the projection of long-term ongoing maintenance costs for existing and future assets and infrastructure
  • Assist in the drafting and submission of funding and grant applications for capital asset purchases, construction, renovation, etc.
  • Maintain appropriate file management system in accordance with Malahat Nations internal systems and processes and any applicable authorities (funding agencies)
  • Assist the Executive Director of Infrastructure & Capital Projects in the development of criteria and weighting for Requests for Proposals (RFP) in accordance with the Procurement Policy and other relevant Malahat Nation policies for capital projects and asset purchases
  • Assist the Executive Director of Infrastructure & Capital Projects in overseeing and managing maintenance and asset service contracts and RFPS, including annual review of contracts and services provided to ensure contract commitments are fulfilled in an efficient, effective, and budget- conscious manner
  • Assist with Asset Conditioning Reporting Systems (ACRS) and Integrated Capital Management Systems (ICMS)
  • Assist the Executive Director of Infrastructure & Capital Projects in the preparation and maintenance of O&M reports and First Nation Infrastructure Investment Plans (FNIIP)
  • Other duties as required.
