Description:

QUALIFICATIONS:

  • Three (3) year College Diploma in Engineering, Information Technology, Computer Science/Systems, Geographic Information Systems (GIS)/Geomatics, or a related field.
  • Five (5) years of current experience in an IT or engineering field including experience relevant to administering and operating a complex GIS and asset management system such as DOT, preferably within a municipal environment.
  • Experience developing training materials and conducting training sessions for a variety of users.
  • Expertise with project management tools and methodologies related to system upgrades, integrations, and enhancements.
  • Must possess at least one of the following, multiple designations/certifications are considered an asset;
  • Asset Management
  • Database Administration
  • Geographic Information Systems (GIS)
  • Project Management (i.e. PMP, CAPM)
  • Business Analysis (i.e. CBAP)

SKILLS:

  • Strong project management skills to lead and coordinate initiatives across departments.
  • Advanced analytical, research, problem-solving and conflict resolution skills to identify and implement solutions.
  • Ability to communicate complex technical information both verbally and in writing.

Responsibilities:

ABOUT THE ROLE:

Reporting to through the Asset management Analyst to the Manager of Infrastructure Assets, the Asset Management System (AMS) Administrator is responsible for managing a comprehensive asset management software solution made up an integrated Decision optimization solution D.O.T. and a central GIS data repository. This role is essential in ensuring effective operation and ongoing enhancement of the AMS to support the development and implementation of capital investment plans and long-term sustainable service delivery. Overall, the AMS Administrator ensures that the software systems effectively meets operational standards and strategic goals of the corporation, enhancing service delivery and asset management planning across the City.

WHAT YOU WILL BE DOING:

  • Manage and configure system settings and functionalities to ensure optimal operation.
  • Update and maintain data including condition inspection data and lifecycle costs.
  • Build scenarios with DOT™ and perform modeling to predict asset condition and levels of service of time as well as optimal rehabilitation strategies given different constraints.
  • Update and maintain GIS integrations between DOT™ and Cityworks and other asset management systems.
  • Handle security settings and employee configuration updates as organizational changes occur.
  • Perform analysis utilizing DOT™ and SQL Server Management Studio for decision making.
  • Create and modify custom reports using ArcGIS Dashboards, Experience Builder ArcGIS Insights, Cityworks ActiveReports, Crystal Reports, Power BI.
  • Provide data to support the development and implementation of capital investment and asset management plans including data to support annual budgeting and the development of rolling 10 -year infrastructure renewal programs and predictive LOS.
  • Oversee the integrity of data within DOT by providing regular QA/QC activities to include state of the infrastructure reports along with monitoring and inventory gap audits.
  • Conduct regular training sessions for new and existing users and develop and update training materials as the system evolves.
  • Troubleshoot and remediate issues between DOT and GIS or Cityworks and other interfaced programs.
  • Act as liaison between end-users, IT, Finance, and external partners like ESRI Canada and ISI. Lead and attend operational working groups and implement opportunities for improved system usage across departments.
  • Perform other similar and related duties as assigned.
