ASSISTANT CHIEF OFFICER - MISCONDUCT HEARING CHAIR

Location: Police Headquarters, Northallerton, North Yorkshire (with travel to other locations as required)
Salary: £120,489 to £135,756 pro rata to hours worked
Terms of Appointment – This will be an in initial 1-year Fixed Term Contract for 370 annualised hours.
Time commitment: Initially assessed as approximately 10 weeks over the year’s appointment, but this could increase dependent upon need. Specific weeks will be agreed in advance, but hours required will be determined by case requirements, so flexibility will be required.
Hours of Work: Ad Hoc weeks, but will cover normal office hours Monday to Friday, on agreed weeks as required to support individual cases. Terms will be discussed in more detail during the recruitment process.

ESSENTIAL SKILLS AND EXPERIENCE:

  • Relevant Police Chief Officer operational experience within the last 5 years, including overseeing and managing operational policing matters.
  • Proven experience of chairing meetings and maintaining control over proceedings.
  • Ability to work within legislative and Regulatory frameworks.
  • Experience of evaluating evidence and making impartial, unbiased decisions.
  • Strong report writing and documentation skills.
  • Excellent communication and interpersonal skills.
  • Knowledge of the Police (Conduct) Regulations (Desirable)

North Yorkshire Police is seeking an experienced and highly skilled professional to act as the Chair for misconduct hearings across North Yorkshire Police. As the Chair, you will ensure fair and transparent decision-making in accordance with Police Conduct Regulations.
The role requires the ability to chair hearings, review case papers in advance of any hearing, and issue comprehensive reports providing a full rationale of their findings.

KEY RESPONSIBILITIES:

  • Review case papers in accordance with Police Conduct Regulations, assimilating complex evidence with appropriate legal support.
  • Set and chair preliminary hearings for misconduct proceedings, to address legal, procedural, and regulatory issues in advance of the hearing.
  • Chair hearings fairly and efficiently, ensuring compliance with Police Misconduct Regulations.
  • Work with independent panel members to decide on appropriate outcomes and impose sanctions.
  • Produce comprehensive reports documenting outcomes and rationale.
