POSITION OVERVIEW

This position is responsible for the general management of the Workers Compensation Claims unit. The position is responsible for WC Fund reserves and TPA client reserves incurred in claims against the WC Fund and TPA clients. Position provides direct supervision of the WC Claim Representatives. The position is responsible for preparing and conducting performance reviews.This position may also be responsible for handling claims for certain Members and/or TPA clients.
Employee is responsible for development, implementation and monitoring of appropriate claims management practices to ensure all statutory requirements and internal quality standards are met. The position will be responsible for the development of Standard Operating Procedures, litigation control and vendor relations. The Assistant Claims Manager will have primary responsibility for developing and delivering member services, including the HERO program and the Workers Compensation Peer Groups meetings.
Work is performed under the general direction of the Claims Manager, with considerable autonomy, subject to review through audit, reports and observation.

QUALIFICATIONS

  • Thorough knowledge of workers compensation claims statutes and claims practices, and property and casualty claims practices.
  • Thorough knowledge of industry litigation management practices.
  • Thorough knowledge of all Risk Management Services programs and services as well as general knowledge of Association programs.
  • Familiarity with appropriate personnel management practices and their application to both professional and support staff.
  • Strong supervisory skills and the ability to provide appropriate direction and coaching to staff with a wide range of experience and skill.
  • Strong organizational and time management skills.
  • Good communication skills, both oral and written.
  • Able to prepare a variety of reports and maintain needed records to assist in the overall management of the program.
  • Able to establish effective working relationships with members, regulatory authorities, service providers and other MMA departments.

DESIRABLE EXPERIENCE AND TRAINING

State of Maine Adjuster’s License is required. A minimum of five to seven years of progressively responsible workers’ compensation claims supervisory experience; a bachelor’s degree in business administration, insurance or a related field, or any equivalent combination of experience and training. Professional insurance designations, such as AIC or CPCU, or related coursework, are desirable. Continuing insurance related coursework is desirable.

Responsibilities
  • Ensures staff make accurate evaluations of claim exposures to program assets. Evaluate claims for reserve and settlement authority on cases that exceed individual staff authority. Make recommendations to Claims Manager, Assistant Director and Director of Risk Management Services as required.
  • Provides high level of technical guidance on claims management to staff. Assists in creation, implementation, revision and monitoring of operating procedures.
  • With input and support from the Claims Manager and Assistant Director, establishes performance standards and operating procedures for claims handled by the WC unit.
  • Coordinates and manages overall productivity of WC claims unit.
  • Monitors claims to ensure compliance with established internal standards and in accordance with applicable statutes. Monitors outside counsel and vendors for quality of work and cost effectiveness.
  • Coordinates internal and external training for staff as needed, including regular reviews of current technical issues by approved attorneys, as well as individual coaching.
  • Prepares and conducts employee performance evaluations, both formal and informal, subject to approval of the Claims Manager and Assistant Director. Oversees preparation of performance evaluations by the department supervisors.
  • Monitors overall department performance, including personnel issues, and reviews with Claims Manager as necessary. Develops and trains unit staff, proactively addresses staff performance issues.
  • Maintains ongoing awareness of current industry and statutory items that may affect the program.
  • Monitors claims to ensure appropriate reporting to reinsurers and excess insurers of the program.
  • Monitor claims for timely and accurate reporting to Medicare and WCB compliance for timely payments, EDI and form filing.
  • Conducts member service calls and participates in various presentations and educational meetings for the benefit of members.
  • Prepares reports and information needed for ongoing development of services to members.
