KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of generally accepted accounting principles (GAAP), international financial reporting standards (IFRS), public sector accounting (PSAB), generally accepted auditing standards and financial controls.
  • Experience in corporate accounting and financial management.
  • Demonstrated ability to gather and analyze information, anticipate and recognize problems and opportunities, and create and evaluate alternatives.
  • Strong communication skills, include writing reports and presenting information effectively.

QUALIFICATIONS AND EXPERIENCE:

  • A Bachelor’s degree in Accounting or Business, or a Diploma in Accounting from a recognized educational institution.
  • Preferred professional accounting designation (CPA or equivalent).
  • 3-5 years of related experience, inclusive of the generally accepted accounting principles, international financial reporting standards, public sector accounting, generally accepted auditing standards and financial controls.
  • An equivalent combination of education and experience may be considered.
  • Professional accounting designation or equivalent experience.

Responsibilities
  • Coordinate and prepare reports, including financial statements, quarterly reports, statement of financial information, and other reporting requirements.
  • Prepare working papers to support year-end audit, financial reports, annual reports, and financial statements in accordance with generally accepted accounting principles. Prepare the Management Discussion & Analysis (MD&A).
  • Analyze financial results, explain variances between actual results versus budget and prior year, and provide recommendations for corrective actions to influence future results.
  • Maintain and improve existing financial systems. Perform monthly reconciliations and closing activities; ensure timely billing, processing, and collections; and ensure compliance with accounting polices. Coordinate with other City departments to ensure accurate and timely financing processing.
  • Lead the development and update of financial systems. Identify best practices and opportunities for improvement in asset management and billing systems. Oversee integration with the PeopleSoft system to ensure the integrity and accuracy of financial information. Lead and implement technology solutions to support asset management processes, such as asset management software and an enterprise resource planning (“ERP”) system.
  • Coordinate and collaborate with LIEC team, City staff, and third parties on all matters related to financial system, asset management system and financial reporting to ensure data integrity and accurate financial information.
  • Ensure compliance with all statutory requirements, including Income Tax, Municipal Pension Plan, Withholding Payments (CPP, EI), Income Tax, Provincial Sales Tax, Goods and Services Tax and any other taxes.
  • Manage investments and related party transactions, and collaborate closely with the Capital and Operation teams to monitor lines of credit and oversee associated financial transactions, ensuring accurate and timely reporting.
  • Document and maintain complete and accurate supporting information for all financial transactions. Manage journal entries and reconcile accounts for the monthly or annual closings, identifying and resolving inaccuracies or imbalances.
  • Assists with financial analysis of new and/or strategic business opportunities for the company.
  • Works closely with project managers and CCDEU project agreement external team on review and reconcile quarterly financial reports as per the agreement.
  • Other duties as required.
