Job Description Summary: The Assistant County Attorney II is responsible for professional legal work performed by a senior level attorney in the Harford County Department of Law. This position, with general direction from the County Attorney, conducts legal research; acts as legal advisor to the Executive Branch and client agencies on policy and other matters falling within the purview of a Harford County Government drafts and reviews legal documents and represents the County in legal matters including litigation. Job Description: Salary Range: $70,276-$161,328.00 BUDGETED SALARY: $105,000.00-$125,000.00 Essential Duties: Performs the duties and functions of an Assistant County Attorney II, as required; Represents the interests of the county before and with respect to citizen groups and legislative bodies; Represents the interests of Harford County before state and federal agencies, government-created boards and commissions, and professional organizations; Represents Harford County in legal matters before state and federal courts as well as in matters before federal, state and local administrative bodies; Renders legal advice and related services to the Executive Branch and client agencies with respect to policy, regulations, practices or other matters falling within the purview of a County Government Agency; Conducts legal research and drafts agreements for the agencies within the Executive Branch; Drafts, reviews and/or prepares formal comments, or otherwise makes substantive recommendations with respect to proposed legislation, administrative rules and regulations and policies; Prepares and/or reviews necessary documents for real property acquisition, disposition and rental. Years of Experience: 10 years of related experience Years of Supervisory Experience: N/A Education: Juris Doctorate - Law Certifications, Licensures, and Examinations: Must be a member in good standing of the Maryland Bar Knowledge, Skills, and Abilities: Ability to conduct research and present findings; Strong interpersonal skills and ability to build relationships with a diverse range of stakeholders; Attention to detail; Knowledge a negotiation and conflict resolution techniques; Ability to interpret and apply a variety of laws, rules, regulations, standards, procedures and contracts; Knowledge of relevant Federal, State or Local laws, policies, and procedures pertaining to economic development; Ability to conduct research and present findings; Knowledge of Maryland case law and statutory law; Ability to persuasively present thoughts and ideas; Ability to solve problems by analyzing information and using logic to address work-related issues and problems; Ability to think strategically and plan for long-term objectives; Ability to present matters concisely; Organizational skills including the capacity to anticipate issues and prioritize tasks, ability to manage multiple priorities or projects; Ability to critically evaluate and analyze information in written materials.
