Job Summary:
The Mayor’s Office of Small & Minority Business Advocacy & Development (SMBA&D) is seeking a Program Compliance Officer II to serve as Assistant Data Officer. SMBA&D oversees compliance with the Minority & Women’s Business Program, Baltimore City Code Article 5, Subtitle 28, governing Minority Business Enterprises (MBE) & Women’s Business Enterprises (WBE). The Minority & Women’s Business Program requirements are applicable to all City contracts. SMBA&D additionally operates the MBDA Advanced Manufacturing Program, Baltimore Main Streets Program, and provides small business advancement resources.
The key responsibility of this position is to promote the vision of an integrated network of services and assist all areas of implementing the network by utilizing a data-forward approach. The most qualified candidates will have experience working with APIs, familiarity with automation tools (e.g., Power Automate), geospatial software (e.g., ArcGIS), Git / GitHub, Jira, & an understanding of basic Linux commands.

Essential Functions:

  • Engage in data cleaning, manipulation, and analysis of data obtained from various sources.
  • Perform quality assurance and data validation on agency and City data-related solutions.
  • Create, maintain, and run monthly reports on agency systems, services, and performance.
  • Create data dashboards and visualizations for agencies related to compliance, M/WBE utilization, etc.
  • Assist the Data Officer in tracking internal performance metrics and standards.
  • Assist the Data Officer in the implementation of the strategic plan for an integrated network of services.
  • Assist the Data Officer in configuring and managing agency databases.
  • Serve as a liaison for the agency and various SaaS providers / representatives.
  • Design, distribute, and analyze the results of agency surveys.
  • Present analysis findings to executive leadership, citizens, and city officials.
  • Assist with user interface and application development.
  • Assist the Data Officer in researching and implementing innovative technologies.

Required Knowledge & Skills

  • Python
  • Experience in Python using the Pandas library for data analysis.
  • Advance Microsoft Excel Features (e.g., Formulas, Pivot Tables, Macros).
  • PowerBI
  • Experience in PowerBI creating visualizations and dashboards.
  • Familiarity working with databases (e.g., SQL).
  • Familiarity with OOP concepts.
  • Ability to learn and utilize new technologies & software.
  • Ability to maintain a high workload.
  • Ability to articulately present, justify, and defend your findings.
  • Ability to express ideas, both orally and in writing.
  • Ability to maintain your schedule and honor deadlines.
  • Ability to investigate situations and extract and organize facts.
  • Ability to independently work and follow protocols.
  • Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information.

  • REQUIREMENTS: Qualified candidates will have prior background in finance, accounting, or large-scale organizational management.
