JOB SUMMARY

Position is responsible for coordinating track outage requests from all Maintenance of Way (M of W) departments and contractors and presentation of the department’s requests at weekly track usage meetings. Compile monthly look ahead schedules for all Track & Structures Department programs. Assist in generating Daily Train Operations Bulletin Orders and General Notices. Responsible for budgeting, updating, ordering and dissemination of M of W track charts which is used companywide for critical information regarding Metro-North’s track structure, speeds, bridges, interlocking’s, maintenance monitoring. Interface with Operations Control Center (OCC) representatives coordinating all outage requests.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledgeable of overall railroad operations
  • Knowledgeable of switch and turnout repair, rehabilitation and construction
  • Knowledgeable of FRA regulations are relates to railroad procedures for maintenance of right-of-ways, track structures, etc
  • Must be proficient in use of Microsoft Office
  • Must possess excellent written and oral communication skills
  • Strong coordination, planning and analytical skills
  • Interpersonal skills
  • Problem identification and resolution skills with the ability to prioritize
  • Detail oriented

The following is/are preferred:

  • Knowledge of Metro-North’s Operations Manual and T&S Department’s MW4 Manual.
  • Must be proficient in use of Autocad

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in engineering or related field. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree to include an additional 4 years related experience.
  • Minimum 5 years of Operational Administrative experience preferably in a supervisory role.

The following is/are preferred:

  • Familiar with Geographical Information Systems (GIS)

Responsibilities
  • Coordinate with Maintenance of Way (M of W) departments to ensure accurate and timely submission of track outage requests for presentation at weekly meetings. Review outages for conflicts with daily train operations and coordinate with contractor outages.
  • Coordinate each workday (M-F) that work on the daily/nightly/weekly track usage plan is requested and scheduled for the day. Organize the workplans from the various departments and ensure it is coordinated for the safe operation of trains. Includes the planning of all weekend work.
  • Ensure that Track Charts are current and accurate for yearly distribution to key personnel within Metro-North. Monitor redline Track Chart and update as work occurs annually.
  • Coordinate the utilization of outside vendors and schedule within existing track outages (Sperry, FRA geometry cars, GREX etc.)
  • Compile monthly look ahead schedules for all Track & Structures Department programs
  • Compile for review generating Daily Train Operations Bulletin Orders and General Notices for the Chiefs in the OCC
  • Create detailed maps utilizing AutoCAD/ GIS to aid work personnel, projects, contractors and MTA Construction and Design units to ensure efficiencies for project work and timelines.
  • Oversee and monitor slow order logs, speed restrictions, ride quality reports and update the FTA reports (A-20 & NTD reporting structure) and perform other related duties as assigned.
