Treasury Division manages and administers the cash resources, borrowing programs and all investment and debt management activities of the government and for all of its crown corporations and agencies. The Capital Markets Branch is responsible for executing and managing all transactions respecting the long- and short-term debt programs, its derivatives program, as well as all investments, trust monies and cash balances under control of the government. The Branch is responsible for the forecasting and management of the Province’s liquidity which contains all of the consolidated accounts of the Province. Qualifications:

Essential:

  • Finance industry-related post-secondary education and/or a recognized financial industry-related designation such as a Chartered Financial Analyst (CFA) designation; A suitable combination of education and experience may also be considered
  • Management acumen and experience in debt capital markets, fixed income investments, financial markets and risk management or related industries
  • Strong financial acumen with significant experience in financial markets including financial and analytical skills related to various classes of interest rate products such as debt, investments, and derivatives
  • Understanding of global capital markets, derivative and hedging strategies and risk management
  • Experience in the pricing and execution of Fixed Income and derivative transaction
  • Demonstrated leadership skills with experience leading teams to achieve desired outcomes, with a commitment to fostering a respectful workplace
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change
  • Experience with financial markets and treasury specific technologies such as Bloomberg, Candeal
  • Demonstrate political acumen through experience providing strategic advice to senior leaders on complex topics and sensitive issues
  • Written communication skills with the ability to communicate to all levels of the organization and with external stakeholders
  • Verbal communication skills with the ability to handle difficult and sensitive conversations

Duties:
The Assistant Director of Capital Markets is responsible to assist in the managing of the Province’s short and long-term borrowing program, investment portfolios and derivative program which includes general government net budgetary requirements as well as crown corporations and agencies. Key duties include developing and implementing strategies to secure optimal funding, managing debt issuance and ensuring prudent investment of excess liquidity.
The Assistant Director is also responsible for designing and executing also design and execute hedging strategies to mitigate financial risks, including interest rate and foreign exchange exposure. The position is responsible for the formulation and implementation of programs and procedures to ensure that the Province is prepared at all times to take advantage of financing opportunities available in capital markets around the world and to ensure that requirements of regulatory agencies are complied with.
The position requires close collaboration with internal and external stakeholders, analysis of market trends and providing advise to senior leadership on financial risks and opportunities. Demonstrated leadership capabilities are required to effectively manage and mentor a diverse team, ensuring alignment with strategic objectives and contributing to the sustained success of the division.
