QUALIFICATIONS

Bachelor’s degree and four years of experience related to budget, financial and/or accounting services; or high school diploma/equivalent and experience equal to eight years. (Note: post-high school education can substitute for experience at the equivalent rate.)

Responsibilities
  • This position assists the Chief Financial Officer of the Florida Medical Practice Plan, Inc. (FMPP) in the direction and management of the program’s financial operations. Directs FMPP accounting operations and coordinates reporting activities.
  • Financial Operations - Directs the accounting functions of the Florida Medical Practice Plan, Inc. (FMPP), overseeing all financial operations related to general accounting and cash receipts. Manages the preparation and review of financial reconciliations. Supervises the accounts receivable and disbursement processes, ensuring timely and accurate invoicing in accordance with contract terms. Analyzes accounts receivable and disbursement activities, prepares detailed financial reports, and communicates key findings and issues to the College of Medicine (COM) leadership. Monitors payroll appointments for FMPP service lines. Manages the departmental distribution process for clinical activity, including calculations and reporting. In accordance with University and COM cash handling guidelines, may occasionally receive payments in the form of cash, checks, or credit cards for FMPP-related transactions. Performs additional duties as required to support financial operations and strategic goals.
  • Reporting - Prepares monthly and ad hoc financial reports. Serves as the primary liaison with external auditors during the annual audit process, including the preparation of supporting workpapers and annual financial statements. Compiles and submits schedules required for IRS information reporting and responds to internal audit requests as needed. Prepares and files Form 1099-MISC tax forms for vendors. Oversees additional reporting requirements as identified by FSUCOM leadership.
  • Programmatic Operations - Interprets and monitors compliance with applicable federal and state laws and regulations. Manages the annual budgeting process, including Graduate Medical Education (GME) budgets in coordination with affiliate partners. Monitors investment portfolio, performs reconciliations to identify recording discrepancies, and supports planning for divestments to optimize cash flow. Serves as the program administrator for key financial and operational systems.
  • Policies, Procedures, and Controls - Ensures compliance with all applicable University regulations, policies, and procedures. Interprets and applies departmental fiscal and administrative policies to support consistent and compliant operations. Develops, implements, and maintains internal policies, procedures, and guidelines for FMPP activities to align with university and external regulatory requirements. Designs and enhances automated financial and information systems to improve operational efficiency. Troubleshoots issues with existing systems and leads the testing and implementation of new systems and upgrades.
  • Strategic Planning and Supervision - Provides operational oversight to ensure alignment with established goals and performance benchmarks. Supervises both direct and indirect reports, fostering a collaborative and accountable work environment. Designs and implements strategic objectives and performance targets, incorporating best practices and guidance from COM leadership.
  • Support of FSUCOM Leadership - Fosters a collaborative and team-oriented environment to support the mission and goals of the unit. Contributes to the successful completion of special projects and ensures adherence to key departmental deadlines. Serves as a liaison, maintaining effective communication and positive working relationships with FSUCOM service providers, departmental staff, and external partners.
