The Assistant Director of Financial Administration 2, reporting to the Director of Financial Administration 3, will oversee and manage the agency's budgeting programs, revenue unit, and contract management division, ensuring these areas align with agency goals and maintain fiscal responsibility. This role involves assisting in the oversight of fiscal operations, including planning, executing, and monitoring agency budgets. The Assistant Director will also supervise and guide the fleet coordinator in strategic fleet management and planning. Furthermore, they will develop and implement financial strategies to manage diverse funding sources and multi-location programs. A significant part of the role includes leading and mentoring a team of professional staff, focusing on teir development and performance. The Assistant Director will analyze the budgetary and financial impact of major programs on the agency, adapt budgeting and fiscal processes to accommodate significant program changes, and ensure accurate financial reporting and compliance with all regulations and policies. Finally, they will communicate effectively with internal and external stakeholders across various program areas.   The Assistant Director Financial Administration 2 is a permanent, office-based position conveniently located in our headquarters at 10B Airline Drive in Albany, NY. We are located near the Albany International Airport and Wolf Road and provide ample free parking. This is a full-time position working 37.5 hours per week, Monday-Friday. Opportunities for telecommuting may be available in accordance with the agency’s Telecommuting Program Guidelines.   Salary: The starting salary for the Assistant Director Financial Administration 2 is $103,870/ year, and the hiring salary for the M/C salary grade M-2.   The candidate appointed to the Assistant Director Financial Administration 2, M-2, will be eligible to participate in the New York State Performance Evaluation Program. Through this program, employees receive yearly performance evaluations.  Performance advances are payable to M/C employees whose base annual salary is below the job rate for their current position and who were rated "Satisfactory" or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employee's annual salary. Over time, yearly performance advances may lead to the M-2 job rate salary of $131,298/year!   Benefits: This is a Management/Confidential (M/C)-represented position that offers excellent benefits! The PSLF Program forgives the remaining balance on your direct student loans after you have made 120 qualifying [https://studentaid.gov/manage-loans/forgiveness-cancellation/public-service#qualifying-repayment-plans] monthly payments under an accepted repayment plan and while working full-time for the New York State Department of Agriculture and Markets or another eligible employer.    Minimum Qualifications: You may be eligible for appointment to this position if you meet any of the following minimum qualifications.   Reassignment Qualifications: One year of permanent competitive service as an Assistant Director of Financial Administration 2. 52.6 Transfer Qualifications: This position is designated administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under that section. Source titles from which transfer may be made must be designated administrative and be within two salary grades of the target title.   Non-Competitive Promotion: If there are three or fewer interested and qualified promotion candidates, the agency may at its discretion nominate a qualified employee for a non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Non-Competitive Promotion Minimum Qualifications: One year of permanent, competitive service as an Associate Accountant, Associate Budgeting Analyst or Contract Management Specialist 2. Provisional Appointment: If there is no appropriate eligible list of at least three people willing to accept permanent appointment for this geographic location, the Department may nominate a qualified person for a provisional appointment under the provisions of Section 65 of the Civil Service Law   Provisional Minimum Qualifications: One year of permanent, competitive service as an Associate Accountant, SG-23, Associate Budgeting Analyst, SG-23 or Contract Management Specialist 2, SG-23; AND Candidates must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list before you can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained as an Assistant Director Financial Administration 2, M-2.
