Position Description:
The Assistant Director of Rental and Quality Assurance oversees the day-to-day operations and functions of the rental team. The individual will assist rental staff with applicants, questions, forms, waitlists, and strategies to accomplish the teams goals and processes. The Assistant Director will be key in assisting the Property Management, Rental & Recertification teams in review of all files and applications to ensure full compliance within the multiple resident programs within the complex. The Assistant Director is a key player in partnering with other departments in multiple initiatives that affects residents and the overall profitability of the company. The Assistant Director of Rental and Quality Assurance is a staffer who possesses great organizational skills, is detail oriented, can multi-task, has the ability to understand complex inquiries, prioritizes work, meet deadlines, is responsive, and reliable.

EDUCATION / WORK REQUIREMENTS:

  • Minimum of 7 years of comparable work experience required
  • Bachelors degree preferred
  • Section 8 Vouchers, Project Based Section 8, Section 236 and Mitchell Lama experience required
  • Affordable housing rental and remarketing experience required
  • COS or AHM Certification required
  • Housing Software experience, such as Real Page or Yardi required
  • Microsoft Office and Internet proficiency is required

LANGUAGE SKILLS:

Ability to read, analyze, and interpret general business documents, professional journals, technical procedures, or governmental regulations. Ability to effectively present information and respond to questions from Assistant Directors, applicants, and the general public.

MATHEMATICAL SKILLS:

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, etc.

Responsibilities
  • Assists the Sr. Director of Rental and Compliance as needed
  • Assists the Director of Recertification as needed
  • Manages Rental Department team with Rental Manager
  • Comprehension of reasonable accommodations applicant requests; provides assistance to Rental Manager as needed
  • Reviews and approves move-in files for compliance before a move-in date is finalized. Ensures HUD 50059 Forms, HM14 submissions, EIV reports, SAVE, credit reports, etc., are completed timely, submitted as applicable and completed in compliance with Housing Program regulations.
  • Assists Sr. Director of Rental and Compliance and Director of Recertification with creating and delivering training for Rental and Recertification staff
  • Works with Assistant Recertification Manager, Property Managers, Rental Manager and Maintenance Coordinators to ensure unit availability counts, transfer status and move-in statuses are completed in accordance with the sites policies and HUD/HCR requirements.
  • Ensure communication of unit availability, move-in and transfers status are accurately tracked and shared with applicable inter-office departments.
  • Works with Rental Manager to routinely monitor and ensure Ready-to-Rent wait list, Project Based Section 8 and Section 236/Mitchell Lama waiting lists are in compliance.
  • Works with Rental Manager to ensure Section 8 and/or Section 236 applicant purges are properly completed, addressed and maintained as applicable.
  • Works with Rental Manager and Assistant Director of Recertification to ensure timely completion and accuracy of routine reporting requirements such as the various Housing Program utilization statuses, vacancy status and Project Based Section 8 subsidy availability.
  • Reviews and approves landlord packages/outside subsidy packages prepared by Rental Staff for pending move-ins.
  • Collaborates with Sr. Director of Rental and Compliance, Director of Recertification, Accounting, Property Managers, Assistant Recertification Manager and Rental Manager to improve internal controls that ensure continued superior compliance and readiness for tenant file related agency audits completed by CGI and/or HCR.
  • Collaborates with Sr. Director of Rental and Compliance and Director of Recertification to improve protocols and practices to enhance staff efficiency and performance.
  • Assist Director of Recertification, Assistant Director of Recertification and Director of Property Management with in-house audit of current and former tenant files to identify and correct areas of non-compliance. Maintain a tickler of files reviewed, statuses; elevate concerns to Director of Recertification and/or Sr. Director of Rental and Compliance.
  • Assist with special projects as assigned. Represent the company in a professional manner at all the times. Provides organizational and administrative support for the Rental Dept. as needed. Perform other related duties as assigned (i.e.: reporting, administrative tasks, etc.).
