JOB DESCRIPTION

DEPARTMENT: Student LifePOSITION/TITLE: Assistant Director of Safety and SecurityLOCATION: Mars Hill, NCSUPERVISOR: Director of Security and SecuritySCOPE: Reporting to the Director of Safety and Security, the Assistant Director of Safety and Security supervises a campus wide safety, parking enforcement and security program in accordance with all applicable federal, state and local regulations. The Assistant Director may be required to manage criminal case investigations or manage internal investigations as assigned and needed. The position requires night and weekend work. The Assistant Director of Safety and Security shall direct program objectives to protect the lives and property of students, faculty, staff, visitors, and the campus through the efficient and effective delivery of public safety services. This position may serve as the liaison for the department with other divisions, departments, and outside agencies.PHYSICAL REQUIREMENTS:• Frequently stands for prolonged periods of time• Frequent lifting (25-30 lbs.) and pushing or pulling items may be required• Ability to defend self or others if the need arisesTRAVEL/TIME REQUIREMENTS:• 40-hour, Monday – Friday workweek, with additional hours and weekends to meet job demands• On-call duty is required when a response is necessary• Must be able to work flexible shifts when required. May include evenings, nights, weekends and holidays• Some travel may be required as needed for training purposesMINIMUM QUALIFICATIONS:JOB RELATED AND ESSENTIAL QUALIFICATIONS:Knowledge of: Operational characteristics, services, and activities of a safety and security program; law enforcement and security methods including community policing, crowd control principles and investigative procedures; pertinent federal, state, and local laws, codes, and regulations including laws of arrest search and seizure; legal rights of citizens; rules of evidence; Clery Act; traffic and parking control rules and regulations; civil defense and disaster preparedness procedures, policies, and operational needs; modern principles and practices of safety and security program development and administration; interviewing and interrogation techniques; principles of supervision, training, and performance evaluation.Skill and Ability to: Operate modern office equipment including computer equipment; safely operate a motor vehicle; provide administrative and professional supervision for the Safety and Security Department; direct, and coordinate the work of technical and clerical personnel; supervise, train, and evaluate staff; recommend and implement goals, objectives, and practices for providing effective and efficient safety and security services; meet and deal tactfully and effectively with the public; gain cooperation through discussion and persuasion; accurately observe and recall incidents and situations encountered; act quickly and calmly in emergencies; analyze problems to identify alternative solutions; project consequences of proposed actions and implement recommendations in support of goals; research, analyze, and evaluate service delivery methods, procedures, and techniques; interpret and apply federal, state, and local policies, procedures, laws, and regulations; be sensitive to, and have an understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of MHU students, faculty and staff; communicate clearly and concisely, both orally and in writing; establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.PROFESSIONAL LICENSURE:Possession of valid driver’s license with a good driving record.Maintain a good driving record throughout employment.Possession of, or ability to obtain, a current CPR and First Aid Certificate issued by the American Red Cross or equivalent agency.Current (or expired less than one year) certification as a North Carolina law enforcement officer through the Sheriffs Standards Division or Criminal Justice Training and Standards Division is preferred. Affiliation as a sworn reserve officer with Madison County Sheriff’s Office or Mars Hill Police Department as determined by the Director.Other professional licenses or certificates as required.EDUCATION AND EXPERIENCE:Education:Management prefers possession of a bachelor’s degree from an accredited college or university with major coursework in law enforcement, police science, criminology, criminal justice, public administration, or a related field.Experience:Five years of experience including but not limited to administrative and supervisory responsibility; preferably with an institution of higher education.Demonstrated sensitivity, knowledge, and understanding of the diverse academic, socioeconomic, gender, cultural, disability, and ethnic backgrounds of the MHU student community.ESSENTIAL DUTIES:The following duties are typical of those performed by employees in this job title; however, employees may perform other related duties, and not all duties listed are necessarily performed by each employee in the job title.1. In the absence of the Director, assumes management responsibility for all services and activities of the Department of Safety and Security including safety, security, and public assistance.2. Responds to and/or oversees response to calls for service, including crimes in progress, reports of crimes or suspicious circumstances.3. Manage criminal case investigations or manage internal investigations as assigned.4. Gathers and provides technical assistance to the Director for the creation of the annual Clery report.5. Conducts enforcement of applicable University rules and regulations; identifies violators, issues warnings and citations, initiates student disciplinary proceedings and/or coordinates with external law enforcement agencies regarding responsibilities and responses for arrests as warranted.6. Participates in the development and implementation of goals, objectives, policies, and priorities for safety and security functions and programs; administer policies and procedures.7. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, identifies opportunities for improvement with the Director of Safety and Security; implements improvements.8. Trains and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; documents deficiencies and improvements and reports to the Director.9. Reviews the work plan for the Safety and Security Department; meets with staff to identify and resolve problems; assigns work activities, projects and programs; reviews and evaluates work products, ensures daily individual and shift logs are completed.10. Creates and communicates patrol officer schedule; as necessary, provides back-up to officers; provides additional patrol services.11. Participates in the forecast of additional funds needed for staffing, equipment, materials, and supplies.12. Monitors progress of critical situations.13. Maintains effective Public Relations between the Department of Safety and Security and the general public.14. Implement emergency procedures for earthquakes, fires, bomb threats, and other disasters; conduct building searches in accordance with predetermined plan during bomb threat conditions.15. Supervises and directs officers and supports staff for crowd control at public events.16. Provides responsible staff assistance to the Director of Safety and Security; prepares and presents staff reports and other necessary correspondence.17. Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to safety programs, policies, and procedures as appropriate.18. Participates in campus wide emergency safety drills on a consistent and regular basis, including with outside first responder agencies.19. Plans and conducts periodic scheduled fire drills.20. Oversees the issuance of parking decals, serves as manager for parking matters.21.
