Description

The Assistant Director of Talent Management serves as a key leadership role within the People and Culture Department at Total Care Services, Inc. & Everyday We Care, LLC. This position is responsible for supporting the strategic direction, development, and implementation of comprehensive people and culture programs and initiatives that align with the organization’s mission, values, and goals.
Working under the direction of the Director of People and Culture, the Assistant Director provides operational oversight and leadership across multiple people and culture functions, including personnel records, employee relations, performance management, compliance, policy development, organizational culture, and staff training and development. The position supports the effective staffing of growing programs and ensures that people and culture practices promote employee engagement, retention, and professional growth.
This role requires a seasoned people and culture professional with demonstrated experience in nonprofit or mission-driven organizations, a strong understanding of employment laws and regulations for the District of Columbia, Maryland, Virginia, and Georgia area, and the ability to design and implement scalable P&C systems and processes. The Assistant Director must possess excellent leadership, communication, and problem-solving skills, along with the ability to manage multiple priorities in a fast-paced and evolving environment.
The Assistant Director of Talent Management will play a critical role in cultivating a respectful, inclusive, and high-performing workplace culture that empowers staff and supports the long-term sustainability of the organization.

KNOWLEDGE AND SKILLS:

  • Work requires a solid knowledge of human resources management within nonprofit organizations providing human services or social services, and an excellent command of the English language to effectively communicate with all levels of personnel and stakeholders within the community.
  • Must have a high level of interpersonal skills to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact, and diplomacy.
  • Must demonstrate an ability to think strategically, plan, and organize effectively.
  • Must be able to maintain an exemplary degree of professionalism in all situations.
  • Requires a proficient analytical ability to gather and summarize data for reports, find solutions to various administrative problems, and prioritize work.

QUALIFICATIONS:

  • A solid background in human resources within nonprofit, social services, or healthcare organizations
  • Bachelor’s degree (required); Master’s in Human Resources or related field (preferred)
  • SHRM Certified Professional (SCP) or Senior Professional in Human Resources (SPHR) certification, or HRCI Professional Human Resources or Senior Professional in Human Resources required.
  • 5–9 years of progressive HR experience, with at least 2 years in a leadership role
  • Advanced Deep knowledge of employment law, benefits, compensation, and employee relations
  • Demonstrated advanced proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) and experience working with Human Resource Information Systems (HRIS) to manage employee data, generate reports, and support HR operations.
  • High emotional intelligence, professionalism, and the ability to handle sensitive issues with discretion
  • Strategic mindset with strong organizational, analytical, and communication skills
  • Experience using HRIS systems and leading HR initiatives from development through execution

Responsibilities
  • Maintain and update various People and Culture plans and procedures for all personnel within the organization.
  • Assist in the implementation and annually update the compensation program; rewrite job descriptions as necessary; conduct annual salary surveys and develop merit pool (salary budget); analyze compensation; monitor the performance evaluation program and revise as necessary.
  • Own and maintain accurate and up-to-date personnel records, both physical and digital, in compliance with organizational policies and applicable regulations. Ensure secure storage, timely updates, and proper documentation of employee files to support audits, reporting, and internal P&C processes.
  • Develop, recommend, and implement personnel policies and procedures; update and maintain handbook on policies and procedures; perform benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost effectiveness, information activities program, and cash flow.
  • Provide current and prospective employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits.
  • Maintain affirmative action program; files EEO-1 annually; maintains other records, reports, and logs to conform to EEO regulations.
  • Establish and maintain department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars.
  • Maintains the company organization charts and employee directory and continuously updates them as needed.
  • Evaluate reports, decisions, and results of the department concerning established goals. Recommends new approaches, policies, and procedures to effect continual improvements in the efficiency of the department and services performed.
  • Study legislation and arbitration decisions to assess industry trends.
  • Advise managers on organizational policy matters such as Equal Employment Opportunities and sexual harassment, and recommend with legal requirements.
  • Administer compensation, benefits, performance management systems, and safety and recreation programs.
  • Perform difficult staffing duties, including dealing with understaffing, refereeing disputes, terminating employees, and administering disciplinary procedures.
  • Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements.
  • Serve as a link between management and employees by handling questions, interpreting and administering contracts, and helping resolve work-related problems.
  • Plan, directly supervise, and coordinate work activities of subordinates and staff relating to onboarding, personnel records, employment, compensation, labor relations, and employee relations.
  • Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
  • Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of the organization’s personnel policies and practices.
  • Assist with the planning, organizing, directing, controlling, and coordinating the personnel or labor relations activities of the organization.
  • Conduct exit interviews to identify reasons for employee termination.
  • Represent the organization at personnel-related hearings and investigations.
  • Prepare personnel forecast to project employment needs.
  • Assist with the evaluation, classification, and rating of occupations and job positions.
  • Develops and/or administers special projects in areas such as pay equity and employee awards.
