The New York City Council’s Personnel Services Division is seeking an experienced Payroll management-level professional to oversee and manage payroll operations.
QUALIFICATIONS:
· Possess a post-secondary education or equivalent.
· Must have progressive work experience in a generalist capacity.
· Possess 15+ years of leadership or management experience.
· Ability to meet and work with the public.

· Manage the day-to-day operations of the payroll and timekeeping units for the Council.
· Supervise staff by assigning work impartially, clearly and in a well-organized manner so that staff are fully aware of job responsibilities.
· Participate in developing, maintaining and modifying office procedural manual.
· Administration of the Council’s payroll system which includes the following: processing of all Council payroll transactions, including new appointments, salary changes, address changes, tax withholding changes, federal payroll tax class changes, one-time payments, name and address changes, terminations and distribution and work unit changes; checks acceptances and rejections from the New York payroll system and New York City Automated Personnel System (NYCAPS).
· Process employee benefits and deduction programs, including, the Transit Benefit Program, the 529 College Savings, IRA Account, Direct Deposit, Savings Bonds and Combined Municipal Campaign.
· Reconcile the payroll on a bi-monthly basis.
· Oversee the separation and distribution of all the payroll checks.
· Oversee and administer the timekeeping operation, including, monitoring and recording the time of Council staff, verifying the accuracy of time accruals and absences, prepares quarterly timekeeping reports for managers and apprises appropriate management/staff of any necessary actions with respect to employees.
· Maintain a cooperative relationship with New York City agencies concerned with the delivery of essential payroll services.
· Performs other duties, as assigned.
