Join us to build a meaningful career and offer patients hope for a cancer-free tomorrow.     About the Role   The Assistant Director will serve as key administrative and operational lead for OVBH, working closely with the Clinical Director to translate NCCS’ Appropriate and Value-Based Care (AVBC) strategy into executable multi-year workplans, governance processes, performance metrics and implementation plans. The role will lead and manage all administrative and operational functions (manpower pipeline, workplan, budget planning, etc.) of OVBH, including driving workplan administration, ensuring progress of project timelines, pre-empting potential challenges and devising contingency plans to minimise implementation delays. The role will coordinate cross-functional AVBC operations across NCCS, support senior stakeholder alignment, oversee OVBH’s manpower, budget and reporting functions, and ensure timely delivery of priority programmes, while ensuring a high performing team with adequately allocated resources.  He/she will also support the Clinical Director in OVBH governance, including agenda-setting, prioritization of issues for escalation, preparation of management updates, follow-up on key decisions, and coordination of cross-departmental action items.     Key Responsibilities:   Stakeholder Engagement - Facilitate alignment among clinical, operational, finance, data and quality stakeholders to support adoption of AVBC initiatives and resolve implementation barriers, including Choosing Wisely and Patient Reported Outcome Measures (PROMs) in NCCS clinical services. Liaise with SingHealth OVBH for report submission, build relationships with key internal stakeholders to support value improvement in NCCS, and represent NCCS in cluster and national AVBC networks and events   Team Leadership & Development - Lead a team of AVBC practitioners and data analysts, providing supervision, mentorship and coaching to team members while developing and delivering AVBC training programmes and initiatives. Build capabilities within OVBH and facilitate cross-functional team collaboration to enhance organizational effectiveness.   Programme Management & Implementation - Develop, implement and maintain comprehensive tracking and monitoring systems and dashboards to ensure alignment with organizational and cluster requirements, while managing key AVBC programmes and initiatives such as Choosing Wisely and PROMs. Monitor and evaluate Value Driven Care projects with measurable outcomes, develop department-specific AVBC/VDC and PROM metrics, and achieve annual AVBC KPI targets while providing NCCS staff training in AVBC principles and deliverables.   Process Improvement - Lead team initiatives to identify opportunities for process improvement, apply Quality Improvement principles and methodologies to internal processes, and monitor the effectiveness of improvement initiatives to ensure continuous enhancement of operational efficiency   AVBC Operations - Plan and develop internal audit cycles of VDC projects to ensure timely completion, monitor and evaluate NCCS's AVBC performance to identify areas for improvement, track and analyze AVBC KPIs while maintaining accurate and comprehensive data for AVBC management and preparing detailed performance reports.   Finance - Monitor and manage operating expenses, utilization of manpower and operating resources, review monthly financial performance and variance reports, and plan and coordinate annual work plans, capital budget, operational and training budget to ensure optimal resource allocation.   Human Resource Management - Conduct performance appraisals for manager and senior/assistant manager, provide professional development opportunities to enhance staff capabilities and strengthen departmental expertise, monitor and evaluate staff training and development, and foster staff engagement and professional growth through career planning and personalized development counselling.   Other Duties - Function as Secretariat of NCCS Value Council, participate in internal or external committees as assigned, oversee the planning of AVBC showcase at ad hoc roadshows and annual NCCS Quality & Value Week event, and perform ad hoc assignments as requested to support organizational objectives.     Job Requirements   Bachelor's degree or equivalent preferably in healthcare-related fields, with Master's degree preferred Postgraduate qualifications in AVBC-relevant fields such as health economics, healthcare management, or implementation sciences being advantageous At least 10 years of experience in healthcare or relevant field, with at least 5 years in leadership/supervisory role. Experience with AVBC, patient safety, process improvement, data analytics, clinical audit, or risk management is favoured Clinical experience and /or experience supporting senior leadership, governance committees, enterprise-level programmes or cross-functional transformation work would be advantageous. Proven leadership skills with the ability to influence and motivate teams Excellent strategic, interpersonal, communication, coordination, and time management skills Strong critical, analytical thinking and problem-solving skills Meticulous with strong ability to follow up on issues and implementation plans Effective presentation and organizational skills Understanding and proficiency in biostatistics, statistical tools and data visualisation software is strongly preferred.
