OVERVIEW

The Assistant Executive Director oversees all activities of the Receptionist, and Tenant Services Department. The Assistant Executive Director oversees the management of all housing programs for the Quincy Housing Authority and it’s managed agencies. This includes admissions, occupancy, lease enforcement and property management of affordable housing units, including Public Housing and RAD conversion units. S/he is responsible for assuring that the application and selection process for public housing, and rental subsidies is managed efficiently and in compliance with applicable federal and state regulations, as well as assuring that rent collections and vacancies are maintained at levels that assure the financial stability of the property and high scores on state and federal assessments. Assumes all responsibilities of the Executive Director in his absence. S/he is also responsible for the successful administration of the Support Services programs.

:

  • Assures that accurate and comprehensive records regarding applicants, tenants, and program activities are maintained.
  • Assures that departmental personnel are coordinated in the provision of services to public housing and affordable housing residents.
  • Monitors lease violations through liaison with Property Managers, and ensures that enforcement efforts are pursued.
  • Participates in grievance procedures and hearings
  • Acts as hearing officer for hearings in landlord and applicant grievance processes.
  • Participates in Tenant Grievance Panels.
  • Makes court appearances on behalf of the Authority in eviction cases, as needed.
  • Reviews, approves and oversees creation of administrative plans for public housing, leased housing, and support services.
  • Assures that all departmental activities are in compliance with all applicable statutes, regulations and f requirements.
  • Oversees the analysis of market rents and resident and area incomes; prepares rent reasonableness studies.
  • Reviews federal and state public and subsidized housing assessment indicators monthly; reviews annual reports and submissions for both.
  • Participates in annual budget development, modification and monitoring; makes periodic budget reports to the Executive Director, as requested.
  • Researches availability of area social service programs.
  • Assesses social service needs of public and leased housing residents and plans social service delivery strategies. Liaisons with area housing and social service provider agencies.
  • Researches funding sources and writes and. submits grants for support of support services programs from public and private funding sources.
  • Acts as primary contact with agencies providing services to public and leased housing residents. Handles complaints, resolves problems and negotiates with agencies as necessary
  • Prepares and submits reports on operations of department to the Executive Director, State and Federal agencies and monthly to Board of Commissioners and for the QHA annual report.
  • Maintains confidentiality of private information in all interactions with applicants, residents and property owners.
    1. Participates in recruitment of personnel.
  1. Supervises and conducts yearly evaluations of all department employees.

  • Represents the Director at outside meetings and on boards of South Shore area community, housing and social services organizations.
  • Performs other related duties as assigned by Director.
  • Performs duties as may be required for the Quincy Housing Authority Development Corporation and serves on the Board of Directors (or designates a person to serve on the Board of Directors) of the Quincy Housing Authority Development Corporation.
  • Attends monthly Board of Commissioners’ meetings
  • Reports to the Commissioners in the absence of the Executive Director.
  • Responsible for all daily operations in the absence of the Executive Director.

1. Management skills necessary to effectively supervise departmental personnel and ensure the efficient operation of the department.
2. Ability to work with governmental entities in the City and state.
3. Understanding and familiarity of regulations and statutes related to HUD and DHCD programs.
4. Ability to analyze statistical data and determine trends and housing needs.
Ability to recruit personnel and evaluate in an objective manner the performance of all departmental employees.
6. Knowledge of an ability to work with housing and social service provider agencies.
7. Knowledge of social services delivery and the workings of social service agencies. . 8. Computer literacy and ability to work with word processing, spreadsheet and database
programs.
9. Ability to develop clear and concise written procedures.
10. Ability to supervise and train employees.
11. Ability to deal with people in a sensitive and effective manner.
12. Ability to maintain confidentiality of private information.
13. Ability to work with low-income people and people of different cultures.

Salary is $125,000 annually
