Job Purpose: This role is responsible for the execution of coal quality monitoring, analysis, and reporting activities. This includes ensuring accurate sampling, third-party assessment coordination, and supporting dispute resolution processes, ensuring alignment with contractual terms and internal quality standards. JOB RESPONSIBILITIES Lead FM Quality Management (HO) Coal Quality Monitoring and Sampling: Receive data from the Third-Party Assessor (TPA) and analyze for any deviations. Promptly report deviations to the Team Lead Quality Management HO (Head Office) for corrective actions. Prepare and maintain Management Information Systems (MIS) on coal quality collected, comparing TPA quality reports with plant data to identify any discrepancies. Ensure accurate and consistent documentation of coal quality for each dispatch. Coordinate with the TPA team, Coal India Limited (CIL), and the site team to ensure seamless third-party quality assessments at all siding and mine locations. Ensure smooth coal sample collection at rail and road transportation sites, coordinating with ground teams for compliance and proper documentation. Third-Party Appointment and Sample Preparation: Participate in the selection process of TPAs prior to their appointment, in collaboration with the Team Lead Quality Management HO. Work closely with the site quality teams to ensure end-to-end quality management across all operational sites. Review reports generated by TPAs for each rake and road dispatch, verifying accuracy and compliance with expected quality standards. Quality Analysis and Reporting: Analyze daily reports from TPAs to assess whether the received coal matches the declared grade and plant standards. Support the Team Lead Quality Management HO in identifying and addressing discrepancies in quality reporting across subsidiaries, ensuring that deviations from expected coal quality are highlighted and acted upon. Stay informed about government-authorized research centers, quality notifications from the Ministry of Coal, ISO standards, and National Accreditation Board for Testing and Calibration Laboratories (NABL) standards to ensure accuracy in quality assessments and assist in dispute resolution. Dispute Management: Validate the accuracy of data when a formal dispute is raised by the site quality team against the TPA. Ensure that disputes raised by site teams are in compliance with Service Level Agreements (SLAs). Strategic Engagement and Coordination: Support the Team Lead in engagements with CIL subsidiaries, the Chief Commercial Officer (CCO), and the Association of Power Producers (APP) to ensure proper coal quality management practices. Follow up with TPAs to ensure they meet contractual terms and ensure compliance with all requirements. Quality Management: Ensure that payments to referees and TPAs are processed on time. Coordinate with the finance team for timely payouts and ensure bills are processed in the system. Track coal mine quality and oversee the regrading process to ensure proper coal classification. Follow up on Credit Notes (CN) and Debit Notes (DN), ensuring that none extend beyond a year, and validate their calculations. Review CNs and DNs with site teams to ensure timely issuance and resolution of outstanding issues. Ensure that CNs and DNs are booked in the system by raising Necessary Financial Authorizations (NFA) and validating them through financial reconciliation with CIL subsidiaries.
