Waypoint Centre for Mental Health Care is a 315-bed academic and teaching hospital that provides specialized mental health, addiction and geriatric care. Located on the shores of Georgian Bay, we serve some of the most complex and disadvantaged individuals in Ontario and are the sole provider of high-secure forensic mental health services in the province.
The Manager of Emergency & Security Services is currently seeking an Assistant Manager. This position is responsible for the management of licensed security staff throughout the Hospital, ensuring compliance with PSISA guidelines and corporate security procedures. They provide oversight and support to all on-unit controlled procedures and emergency restraint equipment. They are responsible for the management of the Hospital’s switchboard operations and driver/escort requirements for client transportation services. They maintain the Hospital’s infrastructure in collaboration with key partners. This person supports activities associated with the Hospital’s emergency management program and business continuity program.

KEY ACCOUNTABILITIES:

  • Lead the licensed security teams, ensuring security procedures and protocols are aligned with clinical operations and hospital policies.
  • Provide direction and training to security staff, ensuring the safety of operations.
  • Determining schedules and staffing levels for security, switchboard and transportation requirements within the allocated budget.
  • Develop and maintain all training records, positive labour relations, effective relationships with other program/departmental managers and other internal and external stakeholder groups.
  • Responsible for the completion of the performance appraisals, evaluating team performances, providing orientation, education, training, duty assignments and tasks, and ensuring shift reports, memo books and occurrence reports are complete.
  • Identify issues/risks, provide education and support regarding security response and best security operating procedures.
  • Provide day-to-day oversight and management of the operation of installed safety and security devices and systems and access control systems.
  • Responsible for ensuring that the S1 Perimeter - security systems, including fencing and doors that keep the patient contained within the High Secure Provincial Forensic Division of the Hospital
  • Provides oversight to services for admissions, discharges, visitors, staff, mail and parcels, patient valuables and patients’ access to electronics and related equipment.
  • Designated Security Systems Administrator to facilitate programming changes, report configurations/running reports, staff training, enhancements and interface between 3rd party service provider.
  • Work in collaboration with stakeholders to develop, review and communicate the hospital security procedures, code response procedures, business continuity and security vulnerability assessments, Investigate, evaluate, report, and implement mitigation strategies regarding safety and security incidents or complaints.
  • Ensures that existing physical security and emergency equipment and supplies are maintained.
  • Participates in corporate committees as required or assigned, leads departmental Quality Improvement Teams (QIT) regarding emergency preparedness and disaster recovery.
  • Assists the Manager of Emergency and Security Services with the ongoing maintenance and documentation requirements of the Emergency Response Plan (ERP) and supports the completion of hazard identification and risk assessments for emergency codes through the creation of mock exercises.
  • Promote awareness of the fire safety plans and support the fire warden programs at the Hospital.

REQUIREMENTS/QUALIFICATIONS:

  • College diploma in a related field (e,g, Emergency Management, Police Foundations, Law and Security) or equivalent years of experience
  • Completion of Incident Management Systems 100 (Emergency Management Ontario)
  • Completion of the International Association of Healthcare for Safety and Security Supervisory course (IAHSS) would be an asset.
  • Specialized security training and certification in a healthcare/mental health care setting preferred
  • Valid Glass G license required
  • Valid Ontario Security License
  • Provincially recognized Hand Cuff trainer certification would be an asset
  • Minimum three years of demonstrated leadership experience in security and emergency services
  • Advanced knowledge of Crisis Intervention, de-escalation techniques, Security training, First Aid and CPR would be an asset
  • Advanced knowledge related to the principles of security services/management, organizational and material knowledge of security services delivery systems and models
  • Strong operational knowledge of Incident Management System (IMS) and protocols
  • Experience with leading a team and/or staff training in security procedures
  • Proven analytical/critical thinking skills
  • Strong team building, interpersonal and conflict resolution skills
  • Demonstrated presentation, communication and business writing skills
  • Results-oriented work ethic to work independently and undertake tasks needed to accomplish work objectives and deliver quality, consistent and timely results

  • Preference for proficiency in French/English
