[What the role is] Assistant Manager, Estate Management (1-year contract) [What you will be working on] You will be part of a team to manage and maintain State properties. Your role will include handing and taking over of properties, maintenance inspections, implementation of corrective and preventive works and feedback/stakeholders’ management. As asset manager, you can propose and implement state-of-the-art technology to augment the current maintenance regime. From time-to-time, you may have the chance to participate in islands’ campsite operations and assist in event management. There will also be opportunities to participate in inter-agencies meetings to work out solutions to address challenges with respect to areas concerning maintenance/provision of municipality infrastructures. Responsibilities Conduct inspections, detect and recommend improvements or repairs where necessary, liaise with and supervise term contractors (e.g. vector control, grass-cutting, cleaning) to ensure that they fulfil their contractual obligations, and assess the term contractors’ performance regularly for verification of payment due Assess costings and quantity measurements including preparing tender/ tender documents Oversee, monitor and manage design/construction work from inception to completion ensuring that the work is completed on time and within budget Process the return of properties from government agencies or private licensees / tenants, assess and propose the reinstatement requirements, and work closely with relevant internal and external parties to ensure that the property is returned without encumbrances Attend to public feedback or incidents and be proactive in proposing preventive measures or works necessary to keep the properties safe for public use Manage the appointed agent who is responsible for the management of unallocated vacant land and buildings [What we are looking for] Background in Facilities/ Estates/ Environmental Management, Quantity Surveying or Civil/ Electrical/ Mechanical Engineering, or other related disciplines Strong analytical, communication and interpersonal skills Strong technical background with sound knowledge of pre and post-contract duties and contract administration Tech savvy and ability to think out-of-the-box.
