Role Overview: The Qiddiya Investment Company is a cornerstone initiative aligned with Saudi Arabia's Vision 2030, dedicated to transforming the entertainment, culture, and lifestyle sectors. As part of this ambitious multibillion-dollar gigaproject, the Assistant Manager - External Programs and Policies plays a vital role in the management of external regulatory frameworks and strategic programs. In this position, you will be instrumental in supporting the implementation and monitoring of local content integration, supplier development initiatives, and adherence to governmental ESG (Environmental, Social, and Governance) requirements. The Assistant Manager will work closely with a variety of stakeholders, championing compliance and guiding our strategic direction. Key Responsibilities: 1. Strategic Initiative Development · Assist in crafting and executing strategies to meet local content mandates, evolve ESG practices, and drive supplier development in alignment with national objectives. · Continuously track regulatory changes and evaluate their implications on strategy and operations. · Maintain comprehensive documentation on local content metrics and ensure compliance with all regulatory frameworks. · Revise operational templates to include relevant local content and ESG stipulations. · Facilitate training sessions for procurement teams to promote awareness of emerging government initiatives and policies. · Establish KPIs for monitoring Qiddiya’s effectiveness in meeting local content and ESG standards. 2. Supplier Development Initiatives · Contribute to the design and execution of programs aimed at enhancing the capacity of local suppliers. · Engage with governmental and PIF entities to foster supplier development projects. 3. Stakeholder Engagement · Work collaboratively with internal departments to uphold local content and ESG compliance; prepare documentation for audits. · Coordinate activities with external bodies, including government agencies and suppliers, to ensure alignment and compliance. · Build productive relationships with PIF and stakeholders to advance strategic objectives. · Aid in the execution of biannual PIF audits, developing response plans based on audit results. · The role will require travel to both Riyadh (Head Office) and the Qiddiya site to ensure effective policy implementation. · At least 10 years of experience in compliance management, policy governance, or supplier development within large-scale projects such as urban development or construction. · Bachelor’s or Master’s degree in relevant fields like Supply Chain Management, Public Policy, or Business; an MBA or equivalent advanced degree is preferred. · Certifications such as CIPS, CPSM, or CSCP are desirable. · Demonstrated success in working within multi-disciplinary teams to bridge diverse organizational objectives. · Fluency in English is necessary; proficiency in Arabic is a plus. · Experience in the Saudi Arabian market and a thorough understanding of its business culture is preferred.
