Tender Document Drafting  Prepare, review, and standardize tender documents including: o Request for Proposal (RFP) o Request for Quotation (RFQ) o Invitation for Bids (IFB)  Develop: o Technical specifications (for services, drugs, consumables, and equipment) o Bill of Quantities (BoQ) o Eligibility and qualification criteria as per applicable procurement laws and  policies  Ensure clarity, completeness, and non-restrictive specifications  B. Procurement of Drugs and Consumables  Draft product specifications aligned with pharmacopeial standards (IP/BP/USP)  Include: o Patient and preparatory Drugs o Shelf-life requirements o Packaging standards o Quality assurance and testing clauses  Ensure compliance with regulatory bodies (e.g., CDSCO, GMP norms) C. Procurement of Bio medical Equipment  Develop detailed technical specifications including: o Performance parameters o Installation and commissioning requirements o Warranty and AMC/CMC clauses  Include provisions for: o Training of end users o After-sales service support o Spare parts availability o Consumable availability  D. Service Procurement  Draft Terms of Reference (ToR) for service contracts  Define: o Scope of services o Deliverables and timelines o KPIs and Service Level Agreements (SLAs)  Structure payment terms linked to performance milestones  E. Contract Management  Draft and vet contracts/agreements  Ensure inclusion of: o Risk allocation clauses o Indemnity and liability provisions o Dispute resolution mechanisms o Termination clauses  Support contract negotiations and finalization  Monitor contract performance and compliance  F. Legal and Regulatory Compliance  Ensure alignment with: o Public procurement rules o Applicable laws and guidelines  Mitigate legal risks through proper documentation  G. Documentation and Standardization  Develop standard bidding document templates  Create contract management manuals and SOPs  Maintain Reference records and audit trails  4.
