Job Purpose: This role is responsible for overseeing and optimizing coal planning and sourcing activities, including calculations, cost evaluation, quality reporting, MIS management, and stakeholder coordination. The Lead ensures efficient coal procurement, cost control, compliance with quality standards, and effective management of data and supplier relationships. JOB RESPONSIBILITIES Lead  Planning & Sourcing (HO) Coal Sourcing and Procurement Management: Perform back calculations for coal sourcing by assessing existing listings, evaluating backlogs, and calculating daily GCV (Gross Calorific Value) and costs. Determine coal availability, monitor loading across plants, and track daily consumption and PLF (Plant Load Factor) levels from multiple sources. Manage sourcing through various channels such as Fuel Supply Agreements (FSA), auctions, Shakti scheme, and coal blocks. Coordinate with the team on procurement decisions. Cost Evaluation and Budget Control: Evaluate the landed cost for all coal sources for each plant to ensure cost optimization. Verify discrepancies in invoices on a daily basis and report deviations between planned and actual coal costs. Prepare and compile monthly management presentations on planned budget expenditures versus actual expenditures. Highlight any deviations and address them accordingly. Maintain daily cost control MIS for plant-wise, source-wise, and grade-wise planned versus actual costs. Quality Assurance and Compliance Reporting: Compile and review quality reports to ensure the coal being consumed meets the required standards. Monitor the blended GCV of coal consumed by each plant and track daily usage. Report any deviations to senior management. Maintain data for all FSAs, including tracking payments, issuance of Delivery Orders (DOs), and planning future payments. Ensure compliance with contractual obligations and manage FSA-wise deliveries and payments. MIS Reporting and Historical Data Management: Maintain and update the Management Information System (MIS) with daily blending ratios and coal consumption data for all power plants. Track and report on monthly planning versus actual loading, including rake quantities and other relevant logistics metrics. Gather and compile historical data and trends, including quarter-on-quarter movements, to support planning and strategic decisions. Prepare a 3-month rolling plan and logistics plan. Stakeholder Coordination and Compliance: Coordinate with the O&M team to gather relevant data, ensure timely reporting, and address any issues. Prepare and present management review presentations, including KPIs, for senior management. Manage supplier relationships, including Coal India Limited (CIL) and its subsidiaries. Handle communications related to FSA claims and quality issues. Oversee and review documentation provided to auditors, ensuring accuracy and completeness. Implement corrective actions to address audit observations. Monitor demurrage charges and waivers, compile this data, and present it in a simplified format to the Section Head during rake unloading.
