[What the role is] As an Assistant Manager in the Finance Division, you will support the treasury and investment management activities of the Agency. [What you will be working on] Your responsibilities include the following: Perform treasury activities related to cash flow projection, portfolio investments, borrowings, debt, and capital management Monitor and assist in preparation of reports on the returns and risk performance of investment portfolios and external fund managers Assist in ensuring compliance with investment policy and guidelines and any statutory legislation Maintain accurate records of all investment activities and transactions Conduct research and analyse investments and green bond requirements Administer debt financing programme including monitoring debt compliance and servicing debt obligations Coordinate with legal teams and financial advisors on documentation for bond placement Support the development and review of treasury policies and procedures Maintain financial models and analytical tools Handle accounting and statutory reporting requirements Prepare investment committee presentations and meeting materials and provide secretariat support to the committee Assist in procurement of service providers and management of contracts [What we are looking for] This role might be for you if you possess the following qualities: Bachelor's degree in Finance, Accountancy, Economics, Business Administration or related field 2-5 years of relevant experience in treasury, investments, or financial services Strong knowledge of financial markets and products Strong Microsoft Excel skills (including financial modelling) and intermediate PowerPoint skills Basic to intermediate knowledge of Bloomberg terminal Working knowledge of local regulatory environment related to finance, accounting and tax requirements Experience with data visualisation tools (e.g., Power BI or Qlik Sense) and/or basic knowledge of Python for financial data analysis would be an advantage Strong quantitative and analytical abilities Detail-oriented with good planning and problem-solving abilities Good communication (written/verbal) and presentation skills Ability to work independently and in teams Ability to work under pressure and manage multiple priorities Able to meet deadlines and deliver quality work http://jobs.careers.gov.sg The Singapore Public Service plays a key role in the economic growth, progress and stability of Singapore by formulating and implementing government policies, as well as providing key public services.
