1 Position Vacancy Job Summary Reporting directly to the Manager of Data Collection, the Assistant Manager of Commercial Data Collection, in conjunction with the Manager of Data Collection, is responsible for supervising the operations and staff of the Commercial Data Collection Unit of the Cook County Assessor’s Office (CCAO). The Assistant Manager’s duties include assisting with the direct oversight of Commercial Data Collection employees’ work performance, assignment of work, ensuring proper workflow, addressing and resolving employee concerns and questions, issuing performance evaluations, initiating disciplinary action, and ensuring the Commercial Data Collection Unit provides good customer service. Serves as the Cook County Assessor’s Office’s (CCAO) primary contact with Township Assessor offices and municipalities in the County of Cook as it relates to the accurate submission of permit data to the CCAO. Additional duties include providing direction and continuity in the collection of field data necessary to ensure a fair and equitable assessment for all Commercial and Special properties in Cook County. Essential Job Duties Provides leadership and assists in the assignment of Commercial Field staff and Permit Specialists. Serves as CCAO’s primary contact with Township Assessor offices and municipalities in the County of Cook as it relates to the accurate submission of permit data to the CCAO. Assists with the review of permits, divisions, exempt to assess and assess to exempt properties, air rights, leaseholds, and appeal files for assignment to Commercial field inspectors. Assists with the review of completed Commercial field work for errors (including characteristic data collected through desktop review) and verifies the accuracy of data collected on permits, divisions, exempt to assess and assess to exempt status, air rights, and leaseholds for various types of Commercial and Special properties. Answers questions and concerns raised by Commercial field inspectors and Permit Specialists concerning Commercial field duties and permits. Verifies characteristic and parcel data on Commercial and Special properties through desktop review, as needed. Performs higher complexity Commercial field inspections, when necessary, collecting new data by physically and accurately locating, measuring, and sketching Commercial and Special properties to document any changes to the property. Assists with the review and reconciliation of permits, open line, exempt and other field tracking reports, and works with and provides assistance to other Departments regarding inquiries made to the Commercial Field Unit. Delegates special projects as assigned by the Manager of Data Collection throughout the year. Assists with training Commercial Field staff on the standard operating procedures for the Commercial Valuations division (and the field unit, in particular) and ensures Valuations Department guidelines are met. Ensures that assessment deadlines are met by Commercial Field staff in relation to field checks of Commercial and Special properties. Attends periodic Departmental and CCAO management meetings regarding the assessment cycle. Provides leadership in the implementation of objectives and procedures related to Commercial field inspections and the collection of field data to increase uniformity for all property valuations. Conducts performance evaluations of subordinate Commercial field employees. Tracks attendance of Commercial field employees, and receives, reviews and approves leave requests, as needed. Participates in the hiring process for Commercial field positions, as necessary. Ensures Commercial field staff productivity and professional development, promotes good morale, and establishes performance measures of reporting staff. Provides input on Commercial field staff disciplinary matters, and participates in disciplinary investigations and grievance hearings, as necessary. Assists the Residential Valuations division with projects, as assigned and approved by the Deputy Assessor – Chief Valuations Officer, and shares staff resources, as needed, to achieve the overall goals of the Valuations Department. Assists in effectively communicating job responsibilities to Commercial Field staff and provides instruction and training relative to staff job duties and assignments. Works extended hours and weekends, as assigned. Conducts performance evaluations of subordinate Commercial Data Collection employees. Minimum Qualifications High school diploma or GED Certificate. Four (4) years of full-time work experience appraising commercial real estate as an Associate Real Estate Trainee Appraiser, or a Certified General Real Estate Appraiser; OR Current employee of the Cook County Assessor’s Office. High school diploma or GED Certificate. Three (3) years of full-time work experience conducting property inspections related to the appraisal of commercial real estate or the assessment of commercial or industrial properties. OR Bachelor’s Degree from an accredited college or university. Two (2) years of full-time work experience conducting property inspections related to the appraisal of commercial real estate or the assessment of commercial or industrial properties. Preferred Qualifications Two (2) years of full-time work experience appraising commercial real estate as a Certified General Real Estate Appraiser or Associate Real Estate Trainee Appraiser. A currently active AAS, CAE, or MAS designation from the International Association of Assessing Officers (IAAO). A currently active MAI, SRA, AI-GRS, or AI-RRS designation from the Appraisal Institute (AI). Proficiency in Microsoft Excel. Post-Offer Minimum Qualifications Any offer of employment is contingent on proof of a valid driver’s license, reliable transportation, and minimum liability coverage. Knowledge, Skills, and Abilities Knowledge of CCAO procedures, polices, practices and guidelines, including knowledge of CCAO procedures related to data collection and verification, as well as thorough knowledge of assessment practices in valuation of new property, or the ability to quickly gain such knowledge. Ability to physically and accurately locate, inspect, measure, sketch, collect, and verify data with respect Commercial properties. Ability to properly review sketches and measurements completed by field inspectors. Good advanced math skills, including algebra and geometry. Familiarity with the assessment of complex properties (i.e. air rights, leaseholds, etc.). Ability to converse knowledgeably and communicate effectively, both orally and in writing. Ability to work with others; excellent interpersonal skills in dealing with the public and co- workers, and to provide guidance and information regarding the field inspection process. Ability to meet CCAO and departmental deadlines, production goals and effectively utilize time with limited oversight Ability to lead and cooperate on specific projects related to the functions of the department. Must be computer literate, with skill and efficiency in entering and retrieving data, and the ability to use CCAO systems and databases, data servers, and internet-based applications. Knowledge of and ability to consistently interpret and apply CCAO policies. Working knowledge of CCAO Employment Plan, Employee Handbook, and any applicable collective bargaining agreement(s). Ability to obtain a designation from the International Association of Assessing Officers. Physical Requirements Visual acuity to review and edit written and electronic communications for long periods of time. Repetitive use of hands to handle and/or operate standard office equipment. Ability to create sketches, record data, and use various field equipment. Traveling between offices and buildings may be required. Regular use of a telephone to communicate. Lift up to thirty (30) pounds. Walking, climbing, bending, and stooping at field inspection sites. Driving to field inspection locations.
